He added that there were aspects of the video that \u201csimply do not represent who we are as an organization.\u201d<\/p>\n<p data-elm-loc=\"4\">Legg, who was initially suspended during\u00a0an\u00a0internal investigation,\u00a0said Friday that he was stepping down, explaining that he did not think he would get a fair ruling.<\/p>\n<p data-elm-loc=\"5\">\u201cI did what was necessary to complete the arrest by raising my voice and using verbal commands using heavy control talk with profanity,\u201d he wrote in his resignation letter,\u00a0<a href=\"https:\/\/www.wsbtv.com\/news\/local\/north-fulton-county\/lawmakers-call-for-hate-crime-charges-against-officer-involved-in-womans-arrest\/747704945\">according to ABC affiliate WSB<\/a>. \u201cIt worked instantly and she exited the vehicle immediately!\u201d<\/p>\n<p data-elm-loc=\"6\">\u201cMaybe I should not have used profanity,\u201d Legg added, \u201cbut its immediate effectiveness is not questionable and I do believe I acted reasonably under the circumstances.\u201d<\/p>\n<p data-elm-loc=\"7\">The police department did not immediately respond, and\u00a0Legg could not be reached for comment\u00a0by The Washington Post.<\/p>\n<p data-elm-loc=\"9\">The video shows officers pull over the woman, identified as Rose Campbell,\u00a0for failure to maintain a\u00a0lane on\u00a0Windward Parkway in\u00a0Alpharetta,\u00a0about 30 miles from Atlanta. It was unclear Friday whether Campbell had been formally charged with a crime.<\/p>\n<p data-elm-loc=\"10\">The officer who conducted the traffic stop explained to her why he had pulled her over, issued her a citation and asked her to sign it. When she would not comply, the officer opened the door and instructed her to step out of the car.<\/p>\n<p data-elm-loc=\"11\">Campbell remained in the vehicle but, several minutes later, agreed to sign the citation. Then she appeared to close the door on the officer, hitting him in the shoulder.<\/p>\n<p data-elm-loc=\"12\">\u201cGet out of the car,\u201d the officer said, attempting to pull Campbell\u00a0from the vehicle. He told her she was under arrest for disorderly conduct and she replied, \u201cNo, I\u2019m not!\u201d<\/p>\n<p data-elm-loc=\"13\">Another officer quickly arrived on the scene and tried to assist the arresting officer;\u00a0still, the two\u00a0struggled to get\u00a0Campbell to exit. She repeatedly screamed for a supervisor, saying she was being abused.<\/p>\n<p data-elm-loc=\"14\">\u201cMa\u2019am, come on out of the car!\u201d one of the officers said, as the two appeared to pull on her.<\/p>\n<p data-elm-loc=\"15\">Legg then approached the scene, walking up behind the two other officers and observing briefly before shouting and cursing at Campbell, who had just appeared to agree to comply with the officers. She stepped out, looked at Legg and responded, \u201cWho are you talking to?\u201d<\/p>\n<p data-elm-loc=\"16\">\u201cYou!\u201d he replied.<\/p>\n<p data-elm-loc=\"17\">Legg then appeared to aggressively pull\u00a0Campbell\u2019s arm behind her back to handcuff her \u2014 and Campbell let out a series of screams, still asking for a supervisor.<\/p>\n<p data-elm-loc=\"18\"><span class=\"fwn fcg\"><span class=\"fwb fcg\" data-ft=\"{&quot;tn&quot;:&quot;k&quot;}\">Police\u00a0<a href=\"https:\/\/www.facebook.com\/AlpharettaPublicSafety\/videos\/1989407981098714\/?t=577\">said in a statement<\/a>\u00a0Thursday on Facebook that Legg \u201cinterjected himself into the situation using language and tactics that were inappropriate, even inflammatory.\u201d<\/span><\/span><\/p>\n<blockquote class=\"citation blockquote\">\n<p data-elm-loc=\"19\">During this particular stop, you will see that the driver became so upset that she struck the officer with the door of her vehicle. She was then told that she was under arrest and, after she refused to obey the officer\u2019s lawful order to step out of the vehicle, the officer attempted to physically remove her. As you\u2019ll see, this was a complicated issue due to the age of the driver as the officer did not want to hurt her. Backup was requested and available officers responded to the scene, some of which responded to handle traffic control along Windward Pkwy. One officer in particular; however, interjected himself into the situation using language and tactics that were inappropriate, even inflammatory. Again, this officer\u2019s behavior does not reflect who we are as an organization and, because of this, we have initiated an Internal Affairs investigation. Our process allows us to thoroughly review the matter and determine what actions are appropriate moving forward.<\/p>\n<\/blockquote>\n<p data-elm-loc=\"20\">Campbell\u00a0<a href=\"https:\/\/www.wsbtv.com\/news\/local\/officer-suspended-police-investigating-arrest-of-65-year-old-woman-during-traffic-stop\/747318481\">told\u00a0WSB<\/a>\u00a0that when the first officer pulled her over and gave her a citation, she asked, \u201cFor what?\u201d<\/p>\n<p data-elm-loc=\"21\">\u201cEverybody does that when a cop gives you a ticket,\u201d she said. \u201cUnless you\u2019re wrong, you\u2019re going ask why.\u201d<\/p>\n<p data-elm-loc=\"22\">As the situation escalated, Campbell\u00a0said, she felt \u201cviolated.\u201d<\/p>\n<p data-elm-loc=\"23\">When the first officer opened her car door to arrest her, she said, \u201cAll I felt was his whole body over me, and I could feel the weight over me, grabbing at my belt.\u201d<\/p>\n<p data-elm-loc=\"24\">During the arrest,\u00a0Campbell\u00a0told\u00a0WSB, she felt \u201cganged up on.\u201d<\/p>\n<p data-elm-loc=\"25\">\u201cAm I in a movie? Is this a movie? I couldn\u2019t believe it. It was surreal,\u201d she told the station. \u201cI didn\u2019t expect that in America. I didn\u2019t expect that in Atlanta. I didn\u2019t expect that especially in Alpharetta.\u201d<\/p>\n<p data-elm-loc=\"26\">But Legg said, given the circumstances, he acted appropriately.<\/p>\n<p data-elm-loc=\"27\">\u201cI remind you that I did not make the traffic stop, did not begin the use of force, did respond with emergency equipment, did properly analyze the situation, did render the vehicle safe, did get the suspects attention and out of the car, did effectively get her\u00a0detached from the seat belt, and did get her handcuffed with limited force.
