But Mr. Trump\u2019s aides publicly denied that sanctions were discussed and, when questioned by the F.B.I., Mr. Flynn denied it, as well. Mr. Mueller wants to know whether Mr. Flynn was operating on Mr. Trump\u2019s behalf.
