He said that Republicans should use the \u201cnuclear option\u201d to sidestep Democratic opposition in the Senate and enact \u201ctough laws NOW.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"421\" data-total-count=\"1036\">It was unclear whether the president\u2019s tweets represented any change in his immigration policy, or were just the sort of venting he is known to do after reading a newspaper article or seeing a television program. The president, who spent much of his holiday weekend golfing with supporters and watching television, was apparently reacting to a \u201cFox and Friends\u201d segment on immigration that had aired minutes before.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"450\" data-total-count=\"1486\">Whatever his intention, Mr. Trump\u2019s Twitter outburst captured the fickle tendencies that have driven his policy positions on immigration. On one hand, he has suggested at times that he is open to extending citizenship to millions of undocumented people. On the other hand, he has denounced those who have entered the country illegally as brutal criminals and raged about lax enforcement that he said had allowed immigrants to pour into the country.<\/p>\n<p id=\"story-continues-1\" class=\"story-body-text story-content\" data-para-count=\"416\" data-total-count=\"1902\">In his tweets, Mr. Trump referred to \u201ccaravans\u201d of immigrants heading north toward the United States-Mexico border \u2014 a subject that was addressed on the Fox program. A group of hundreds of Central Americans has been traveling through Mexico toward the United States, where some hope to seek asylum or sneak across the border. A\u00a0<a href=\"https:\/\/www.buzzfeed.com\/adolfoflores\/a-huge-caravan-of-central-americans-is-headed-for-the-us?utm_term=.twQjRXV5Y#.mkEPD25EX\">reporter for BuzzFeed<\/a>has been traveling with the group as it makes its way north.<\/p>\n<p>As he walked into church in Palm Beach on Sunday morning, Mr. Trump did not respond to a question from reporters about whether his tweets meant that he would no longer support any deal for the young immigrants protected by the DACA program. But he said that \u201cMexico has got to help us at the border, and a lot of people are coming in because they want to take advantage of DACA.\u201d<\/p><\/div>\n<\/div>\n<div class=\"story-body-supplemental\">\n<div class=\"story-body story-body-2\">\n<p class=\"story-body-text story-content\" data-para-count=\"319\" data-total-count=\"2604\">The Deferred Action for Childhood Arrivals program, known as DACA, gave protected status to hundreds of thousands of young immigrants brought to the country illegally as children. The program requires immigrants to have resided in the United States since 2007, meaning any crossing the border now would not be eligible.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"284\" data-total-count=\"2888\">Mr. Trump announced last year that he was ending the program, but courts have blocked his decision. He has said he is open to negotiating with Democrats on it, but has repeatedly backed away from potential deals that he argues do not include immigration changes that are tough enough.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"115\" data-total-count=\"3003\">Outside the church on Sunday, the president said the Democrats \u201cblew it\u201d after having \u201chad a great chance.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"48\" data-total-count=\"3051\">\u201cBut we\u2019ll have to take a look,\u201d he added.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"94\" data-total-count=\"3145\">Several Democrats challenged the idea that they were at fault for a breakdown in negotiations.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"308\" data-total-count=\"3453\">\u201c\u2018NO MORE DACA DEAL\u2019?!!\u201d Representative Keith Ellison of Minnesota\u00a0<a href=\"https:\/\/twitter.com\/keithellison\/status\/980502341135863808\">wrote on Twitter<\/a>. \u201cYou were never doing a DACA deal. Your actions gave you away: cancelling DACA with no plan, making racist comments about Black\/Brown immigrants, ejecting several by bipartisan deals. You didn\u2019t fool anybody.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"229\" data-total-count=\"3682\">Representative Dwight Evans, Democrat of Pennsylvania,\u00a0<a href=\"https:\/\/twitter.com\/RepDwightEvans\/status\/980504396009279488\">said<\/a>\u00a0on Twitter that DACA recipients were \u201cstudents, military service members, teachers, scientists, doctors, and lawyers \u2014 they are integral members of our community.\u201d<\/p>\n<p id=\"story-continues-4\" class=\"story-body-text story-content\" data-para-count=\"73\" data-total-count=\"3755\">Mr. Evans said the president\u2019s comments were \u201csimply unacceptable.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"243\" data-total-count=\"3998\">The president\u2019s remarks also drew a rebuke from a high-profile member of his own party. Gov. John Kasich of Ohio\u00a0<a href=\"https:\/\/twitter.com\/JohnKasich\/status\/980475341415337987\">wrote on Twitter<\/a>: \u201cA true leader preserves &amp; offers hope, doesn\u2019t take hope from innocent children who call America home.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"326\" data-total-count=\"4324\">Mr. Trump directed an equal measure of anger at Mexico,\u00a0<a href=\"https:\/\/twitter.com\/i\/web\/status\/980451155548491777\">saying the country<\/a>\u00a0was \u201cdoing very little, if not NOTHING, at stopping people from flowing into Mexico through their Southern Border, and then into the U.S.\u201d He said Mexican leaders \u201cmust stop the big drug and people flows, or I will stop their cash cow, NAFTA.\u201d<\/p>\n<div id=\"newsletter-promo\" class=\"newsletter-signup auto-newsletter variant-1-hidden\" data-newsletter-productcode=\"\" data-newsletter-producttitle=\"\" aria-labeledby=\"newsletter-promo-heading\"><\/div>\n<div id=\"#continues-post-newsletter\"><\/div>\n<p class=\"story-body-text story-content\" data-para-count=\"26\" data-total-count=\"4350\">\u201cNEED WALL!\u201d he added.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"325\" data-total-count=\"4675\">It was far from the first time that Mr. Trump has threatened to scrap Nafta as he pushes to\u00a0<a href=\"https:\/\/www.nytimes.com\/2018\/03\/28\/business\/trump-china-world-trade.html\">change American trade policies<\/a>that he says have hurt the United States economy and cost the country large numbers of jobs. The United States, Mexico and Canada are locked in difficult negotiations over a revamping of the trade pact.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"373\" data-total-count=\"5048\">The president\u2019s tweets seemed at odds with some unifying steps taken last week by members of his administration: The homeland security secretary, Kirstjen Nielsen, met with President Enrique Pe\u00f1a Nieto of Mexico to discuss ways to work together on security and trade issues, according to a description of the conversation released by the Department of Homeland Security.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"263\" data-total-count=\"5311\">But Mr. Trump may have been hearing a harder-line administration voice over the weekend. He was accompanied to his Palm Beach resort, Mar-a-Lago, by Stephen Miller, a senior policy adviser who has shaped much of the administration\u2019s tough stance on immigration.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"293\" data-total-count=\"5604\">The president, in his tweets, criticized what he called \u201cCatch &amp; Release,\u201d a practice in which detained undocumented immigrants are sometimes released as they wait for a hearing before an immigration judge. In some cases, they are released because the government has nowhere to house them.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"325\" data-total-count=\"5929\">Critics say the practice \u2014 which, contrary to the president\u2019s tweet, is not enshrined in law \u2014 gives the immigrants an opening to skip their hearing and settle undetected in the country. The Trump administration has declared an end to the practice, though it may take a while before significant changes are carried out.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"184\" data-total-count=\"6113\">Mr. Trump\u2019s tweets on Sunday echoed remarks on \u201cFox and Friends\u201d by Brandon Judd, the president of the National Border Patrol Council, whom the president has praised in the past.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"390\" data-total-count=\"6503\">\u201cOur legislators actually have to stand up, and the Republicans control the House and the Senate, they do not need the Democrat support to pass any laws they want,\u201d Mr. Judd said on the program. \u201cThey can go the nuclear option, just like what they did on the confirmation. They need to pass laws to end the catch-and-release program that\u2019ll allow us to hold them for a long time.\u201d<\/p>\n<p id=\"story-continues-5\" class=\"story-body-text story-content\" data-para-count=\"133\" data-total-count=\"6636\">Mr. Judd also said that the \u201ccatch and release\u201d policy was helping to lure the caravan of Central Americans to the United States.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"255\" data-total-count=\"6891\">A representative for a group called Pueblo Sin Fronteras, which organized the caravan, said that it would take four to six weeks before it reached the United States-Mexico border, and that the number of participants would be significantly smaller by then.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"206\" data-total-count=\"7097\">Most people are likely to drop out of the caravan in Mexico, rather than journey all the way to the border, the representative said, because they know they would be turned back by American border officials.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"273\" data-total-count=\"7370\">\u201cMany of them know they won\u2019t qualify for asylum. They are afraid of being detained,\u201d said Roberto Corona, the group\u2019s communications director, adding that most of them just wanted to reach Mexico, where they plan to speak with members of that country\u2019s Congress.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"260\" data-total-count=\"7630\">Migrants who cannot prove that they face persecution or that their lives are endangered in their home country are unlikely to be allowed to remain in the United States.
