Demonstrations have been particularly tense since Thursday, when an independent autopsy report\u00a0<a href=\"https:\/\/www.washingtonpost.com\/news\/post-nation\/wp\/2018\/03\/30\/stephon-clark-was-shot-eight-times-mostly-in-his-back-according-to-autopsy-requested-by-his-family\/?utm_term=.e4451557d7de\">concluded that Clark was struck eight times<\/a>, mostly in the back. Stephon Clark!\u201d among moving traffic. A group of what appears to be around two dozen people approach a\u00a0Sacramento County sheriff police cruiser and surround it. \u201cWhen\u00a0people are occupied, resistance is justified\u201d the crowd chants.<\/span><\/div>\n<\/form>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"teads-inread sm-screen\">\n<div>\n<div><\/div>\n<div class=\"teads-ui-components-label\"><span style=\"font-family: -apple-system, BlinkMacSystemFont, 'Segoe UI', Roboto, Oxygen-Sans, Ubuntu, Cantarell, 'Helvetica Neue', sans-serif;\">The cruiser\u2019s lights flash and the siren blares. Another cruiser pulls up behind in an apparent move to back up the first vehicle.<\/span><\/div>\n<\/div>\n<\/div>\n<p data-elm-loc=\"6\">\u201cBack away from my vehicle,\u201d a deputy says\u00a0four times into a loudspeaker. After a few moments, the first cruiser slowly pulls forward, and a woman emerges from the crowd in between the vehicles, both SUVs.<\/p>\n<p data-elm-loc=\"7\">The second cruiser strikes her and she\u00a0hits the ground. In\u00a0a video recorded by public defender and legal observer\u00a0Guy Danilowitz, the woman\u2019s white sign is lit\u00a0up by the headlights before impact.<\/p>\n<p class=\"interstitial-link \" data-elm-loc=\"8\"><i>[<a href=\"https:\/\/www.washingtonpost.com\/news\/post-nation\/wp\/2018\/03\/28\/there-is-deep-pain-sacramento-mayor-on-stephon-clarks-brother-disrupting-city-council-meeting\/?utm_term=.b3c9b90eb37d\">\u00a0\u2018There is deep pain\u2019: Sacramento mayor on Stephon Clark\u2019s brother disrupting City Council meeting\u00a0<\/a>]<\/i><\/p>\n<p data-elm-loc=\"9\">The longer\u00a0<a href=\"http:\/\/www.abc10.com\/article\/news\/local\/sheriffs-department-suv-strikes-woman-at-stephon-clark-vigil\/103-533904200\" target=\"_blank\" rel=\"noopener\">ABC10 video<\/a>\u00a0does not show deputies circling back. Fire and rescue personnel\u00a0arrive about seven minutes later to load the 61-year-old woman, Wanda Cleveland, onto a stretcher and take her to an ambulance.<\/p>\n<p data-elm-loc=\"10\">Before the accident, Cleveland, a vocal activist at Sacramento City Council meetings, recounted how she felt she was unjustly arrested three years ago for allegedly touching a police officer during a tense meeting.<\/p>\n<p data-elm-loc=\"11\">\u201cI\u2019m on a mission now. I will never allow a cop to touch me again,\u201d she said before the accident.<\/p>\n<p data-elm-loc=\"12\">Nearly an hour later, Cleveland\u00a0she was lying face up on a city street after being struck by the SUV.<\/p>\n<p data-elm-loc=\"13\">\u201cI want to know what he was thinking,\u201d Cleveland said from her hospital bed in the emergency room. \u201cIs my life not that important?\u201d<\/p>\n<p data-elm-loc=\"14\">Cleveland suffered minor injuries, to her head and elbow. She said once she was on the ground, she quickly rolled out of the way, fearing the vehicle would run her over. \u201cI could hear the tires roll past me,\u201d she said.<\/p>\n<p data-elm-loc=\"15\">\u201cHe never even stopped. It was a hit and run. If I did that I\u2019d be charged,\u201d Cleveland\u00a0<a href=\"http:\/\/www.sacbee.com\/news\/local\/article207598209.html\" target=\"_blank\" rel=\"noopener\">told the Sacramento Bee<\/a>. \u201cIt\u2019s disregard for human life.\u201d<\/p>\n<p data-elm-loc=\"16\">\u201cThis was a hit and run,\u201d \u201cAndre Young said after witnessing the incident. \u201cPolice have to be better than this.\u201d<\/p>\n<p data-elm-loc=\"17\">Phuong Le, a friend of Cleveland\u2019s, rushed to her aid and held her head until paramedics arrived.<\/p>\n<p data-elm-loc=\"18\">\u201cHe was really upset and he accelerated,\u201d Le said. \u201cHe didn\u2019t get everyone to comply and move, so he just hit her.\u201d<\/p>\n<p data-elm-loc=\"19\">In a statement, the\u00a0Sacramento County Sheriff\u2019s Department said the collision occurred at \u201cslow speeds\u201d after protesters were \u201cyelling while pounding and kicking the vehicles\u2019 exterior.\u201d The department vehicle suffered scratches, dents and a shattered rear window that was caused by vandals and was unrelated to the collision,\u00a0according to Sgt. Shaun Hampton.<\/p>\n<p data-elm-loc=\"20\">The incident is under investigation by California Highway Patrol while the department conducts an internal review, Hampton added. It was not immediately clear whether any disciplinary measures would be taken.<\/p>\n<p data-elm-loc=\"21\">The department did not immediately\u00a0respond to\u00a0a request asking whether the deputies involved appear to have violated laws that prohibit individuals from leaving the scene of a collision, or what the law generally says about a failure to render aid\u00a0in such incidents.<\/p>\n<p data-elm-loc=\"22\">\u201cI heard wheels spin. And then I saw her body flung to the curb,\u201d Tifanei Ressl-Moyer, another legal observer who witnessed the incident, told the Bee. \u201cThe vehicle sped off and some protesters went after them.\u201d<\/p>\n<p data-elm-loc=\"23\">Le joined a growing crowd of more than 200 protestors who marched on 65th\u00a0street, shutting down the streets. Many joined the march after learning of the hit-and-run incident on social media.<\/p>\n<p data-elm-loc=\"24\">\u201cThere is no accountability with these people,\u201d Le said. \u201cThat\u2019s what this is showing.\u201d<\/p>\n<p data-elm-loc=\"25\">Protestors made their way to the Sacramento Sheriff\u2019s Office, and were met with 15 squad cars blocking the department. Police were in riot gear, facing the chanting protestors who kept a distance from them in the parking lot.<\/p>\n<p data-elm-loc=\"26\">But the night took a turn when protestors refused to disperse, and continued to block the main intersection, all the while redirecting frustrated commuters. Officers made two lines, preventing protestors from continuing the march. Some organizers called for protesters to disperse and go home. But an offshoot of the group remained, making their way to face the officers. One man grabbed a 4-foot-long stick, and began approaching the line before another protestor confronted him and prevented him from doing so.<\/p>\n<p class=\"interstitial-link \" data-elm-loc=\"27\"><i>[<a href=\"https:\/\/www.washingtonpost.com\/news\/post-nation\/wp\/2018\/03\/29\/funeral-begins-for-stephon-clark-amid-outrage-over-fatal-police-shooting\/?utm_term=.fbed63d51fda\">\u00a0Sharpton joins hundreds of mourners to demand justice for Stephon Clark amid outrage over fatal police shooting\u00a0<\/a>]<\/i><\/p>\n<p data-elm-loc=\"28\">Using a makeshift PA system mounted to a wheelchair, various speakers took the microphone in what amounted to an impromptu rally in the headlights of the waiting cars at the busy intersection.<\/p>\n<p data-elm-loc=\"29\">\u201cWe need to continue to let our voices be heard!\u201d said Maurice Conner, a teacher from John F. Kennedy High School in Sacramento, whose remarks were punctuated by the horn-beeps of impatient motorists. \u201cLet them know that Stephon Clark, Mike Brown, Aiyana Jones, Tamir Rice \u2026 Trayvon Martin, Oscar Grant\u00a0\u2014\u00a0how many more names do we gotta name? Sandra Bland. All of these names that were named are also people that have been disenfranchised in every aspect of society.\u201d<\/p>\n<p data-elm-loc=\"30\">Mark Douglas and a friend were walking to Walmart on Florin Road when they heard the commotion in the distance: call-and-response chants \u2014 \u201csay his name!\u201d \u201cStephon Clark!\u201d\u00a0\u2014\u00a0clashing with the din of a police helicopter unit above warning the protesters through a loudspeaker they could be arrested for participating.<\/p>\n<p data-elm-loc=\"31\">\u201cWe heard it and I instantly knew what it was,\u201d Doulgas, 27, told a reporter. \u201cSo we came and joined the movement.\u201d<\/p>\n<p data-elm-loc=\"32\">He, too, took the microphone.<\/p>\n<p data-elm-loc=\"33\">\u201cI appreciate every race that is here!\u201d\u00a0Douglas shouted into the mic. \u201cBecause that means they\u2019ll understand our struggle! They\u2019ll understand what it means to be at the bottom because of our skin color!\u201d<\/p>\n<p data-elm-loc=\"34\">Also speaking was Marissa Barrera, whose family sued the city of Woodland after her 30-year-old brother, Michael Barrera, died in police custody last year.<\/p>\n<p data-elm-loc=\"35\">\u201cMy heart goes out to Stephon\u2019s family because nobody can ever understand \u2013 you guys can feel our pain, but you will never know until it happens,\u201d she said. \u201cAnd I pray to God it will never happen to you guys.\u201d<\/p>\n<\/article>\n<div class=\"pb-bottom-author hide-images\">\n<div class=\"pb-author-info col-sm-offset-2\">\n<div class=\"pb-author-bio\">Alex Horton is a general assignment reporter for The Washington Post.
