Swarms of candidates have filed to run in the state\u2019s primary on May 15. And polling data published on Thursday showed strong advantages for the Democrats, in a swing state where Republicans have had the upper hand in recent years.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"293\" data-total-count=\"854\">Two developments are converging to give Pennsylvania its outsize role:\u00a0<a href=\"https:\/\/www.nytimes.com\/2018\/02\/19\/us\/pennsylvania-map.html\">New congressional districts<\/a>\u00a0drawn by the State Supreme Court make the map more of an equal playing field; and a\u00a0<a href=\"https:\/\/www.nytimes.com\/2018\/03\/14\/us\/politics\/who-is-conor-lamb.html\">special-election upset<\/a>\u00a0by a Democrat in one of the reddest parts of the state signaled an incipient blue wave.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"268\" data-total-count=\"1122\">Democrats appear to be in position to flip at least three, and perhaps as many as six, of Pennsylvania\u2019s 18 House seats, according to strategists from both parties. That could represent a quarter of the\u00a0<a href=\"https:\/\/www.nytimes.com\/interactive\/2018\/03\/26\/us\/elections\/house-races-midterms.html\">24-seat gain they need nationwide<\/a>\u00a0to take control of the House.<\/p>\n<p id=\"story-continues-1\" class=\"story-body-text story-content\" data-para-count=\"213\" data-total-count=\"1335\">\u201cPennsylvania will be the epicenter of the political world this fall,\u201d said Charlie Gerow, a Republican strategist in the state. With so many seats in play, he predicted that \u201cgobs of money\u201d would flow in.<\/p>\n<\/div>\n<\/div>\n<div class=\"story-body-supplemental\">\n<div class=\"story-body story-body-2\">\n<p id=\"story-continues-3\" class=\"story-body-text story-content\" data-para-count=\"158\" data-total-count=\"1493\">The prospect has caused a geyser of candidates: As of Tuesday, 58 Democrats and 35 Republicans were seeking House seats, according to the\u00a0<a href=\"https:\/\/www.pavoterservices.pa.gov\/ElectionInfo\/electioninfo.aspx\">Department of State<\/a>.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"426\" data-total-count=\"1919\">Behind the altered political terrain are two restive groups of voters. College-educated suburbanites outside Philadelphia are angry at Mr. Trump and in a mood to send him a message. And blue-collar voters in western Pennsylvania are suddenly up for grabs, after they turned out strongly in the special election this month to elect a moderate young Democrat, Conor Lamb, over a Republican who ran as a wingman to the president.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"350\" data-total-count=\"2269\">In the Philadelphia suburbs, three Republican incumbents who have seen the writing on the wall are retiring, and a fourth is stepping down after a sexual harassment scandal. The latest to retire is Representative Ryan Costello, who announced his decision over the weekend, citing the difficulty of being heard over the cacophony from the White House.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"343\" data-total-count=\"2612\">The shifts outside Philadelphia mirror changes in suburbs around the country, as Mr. Trump\u2019s policies and behavior have pushed away college-educated voters. The Pew Research Center\u00a0<a href=\"http:\/\/www.people-press.org\/2018\/03\/20\/1-trends-in-party-affiliation-among-demographic-groups\/\">r<\/a><a href=\"http:\/\/www.people-press.org\/2018\/03\/20\/1-trends-in-party-affiliation-among-demographic-groups\/\">eported this week<\/a>\u00a0that more voters with a four-year college degree now identify as Democrats or lean Democratic \u2014 54 percent \u2014 than at any time since 1994.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"282\" data-total-count=\"2894\">Philadelphia\u2019s suburbs were once so reliably Republican that Ronald Reagan\u2019s cabinet included\u00a0<a href=\"http:\/\/www.theintell.com\/article\/20151107\/NEWS\/311079928\">three residents of Montgomery County<\/a>\u00a0alone. But the region\u2019s allegiance began to shift as well-educated and culturally liberal voters came to predominate in the suburbs in the 1990s.<\/p>\n<figure id=\"calendar-primary-results\" class=\"interactive promo layout-large\"><figcaption class=\"interactive-caption\">\n<h2 class=\"interactive-headline\">2018 Election Calendar and Results<\/h2>\n<p class=\"interactive-summary\">A full list of elections for the House and Senate, including which races matter most for congressional control.<\/p>\n<\/figcaption><div class=\"interactive-image-container\">\n<div class=\"interactive-image\"><img data-recalc-dims=\"1\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/static01.nyt.com\/images\/2018\/01\/23\/us\/elections\/calendar-primary-results-1516731244428\/calendar-primary-results-1516731244428-master495.png?ssl=1\" \/><\/div>\n<div class=\"interactive-overlay\"><\/div>\n<\/div>\n<\/figure>\n<p class=\"story-body-text story-content\" data-para-count=\"347\" data-total-count=\"3241\">The tide was held back in the last decade by gerrymandered congressional districts drawn by Republicans to protect their candidates. But that map was\u00a0<a href=\"https:\/\/www.nytimes.com\/2018\/01\/22\/us\/pennsylvania-maps-congress.html\">thrown out by the state court<\/a>\u00a0in January, and Republicans lost appeals to have the United States Supreme Court intervene.\u00a0<a href=\"https:\/\/www.nytimes.com\/interactive\/2018\/02\/19\/upshot\/pennsylvania-new-house-districts-gerrymandering.html\">The state&#8217;s new districts<\/a>hew more compactly to county and town boundaries.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"361\" data-total-count=\"3602\">Two nonpartisan handicappers of House races, the\u00a0<a href=\"http:\/\/cookpolitical.com\/ratings\/house-race-ratings\">Cook Political Report<\/a>and\u00a0<a href=\"http:\/\/www.centerforpolitics.org\/crystalball\/2018-house\/\">Sabato\u2019s Crystal Ball<\/a>, now rate four Republican-held seats in the Philadelphia suburbs as either \u201csolidly\u201d Democratic, \u201clikely\u201d to fall into the party\u2019s hands, or \u201cleaning\u201d that way. The chairman of the Pennsylvania Republican Party, Val DiGregorio, declined to comment.<\/p>\n<p id=\"story-continues-4\" class=\"story-body-text story-content\" data-para-count=\"200\" data-total-count=\"3802\">\u201cThis is a big wave coming our way,\u201d said Representative Charlie Dent, a Republican from the Lehigh Valley north of Philadelphia, who is not running for re-election. \u201cI\u2019d get off the beach.\u201d<\/p>\n<div id=\"newsletter-promo\" class=\"newsletter-signup auto-newsletter variant-1-hidden\" data-newsletter-productcode=\"\" data-newsletter-producttitle=\"\" aria-labeledby=\"newsletter-promo-heading\"><\/div>\n<p class=\"story-body-text story-content\" data-para-count=\"265\" data-total-count=\"4067\">Mr. Dent, whose seat is a potential Democratic pickup, predicted that the midterm elections will be a referendum on Mr. Trump\u2019s conduct. \u201cWhat\u2019s hampering us is this never-ending drama and chaos that seems to emanate from the White House,\u2019\u2019 Mr. Dent said.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"434\" data-total-count=\"4501\">A fifth seat in the Philadelphia suburbs, based in Bucks County, is held by Representative Brian Fitzpatrick, a Republican\u00a0<a href=\"https:\/\/www.dailykos.com\/stories\/2018\/2\/26\/1744893\/-Daily-Kos-Elections-presents-presidential-election-results-for-Pennsylvania-s-new-congressional-map\">whose new district voted narrowly for Hillary Clinton in 2016<\/a>. Mr. Fitzpatrick has a record of attracting crossover votes from Democrats and enjoys the advantages of incumbency but is in his first term. \u201cIf you\u2019re going to get incumbents, you typically knock them off in their first term,\u201d Mr. Gerow said.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"316\" data-total-count=\"4817\">At the other end of the state, Mr. Lamb, a former Marine and prosecutor, is running his second race of the year, this time in a new district against an incumbent, Representative Keith Rothfus, a Republican who was once paired by a\u00a0<a href=\"http:\/\/www.politicspa.com\/politicspa-celebrity-look-alikes\/48865\/\">political blog<\/a>\u00a0in a celebrity look-alike feature with the cartoon character Milhouse.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"249\" data-total-count=\"5066\">The new district, the 17th,\u00a0is more evenly balanced in its partisan leanings than the former 18th District, where\u00a0<a href=\"https:\/\/www.nytimes.com\/2018\/03\/14\/us\/politics\/democrats-republicans-pennsylvania-special-election.html\">Mr. Lamb won his upset\u00a0<\/a><a href=\"https:\/\/www.nytimes.com\/2018\/03\/14\/us\/politics\/democrats-republicans-pennsylvania-special-election.html\">victory<\/a>\u00a0in part by\u00a0<a href=\"https:\/\/www.nytimes.com\/2018\/03\/02\/us\/conor-lamb-pennsylvania-election.html\">reawakening\u00a0<\/a><a href=\"https:\/\/www.nytimes.com\/2018\/03\/02\/us\/conor-lamb-pennsylvania-election.html\">dormant Democratic DNA<\/a>\u00a0in white working-class voters who had supported Mr. Trump.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"185\" data-total-count=\"5251\">Mr. Rothfus, by contrast, is \u201cseveral clicks to the right\u201d of his new district, according to one Republican official who spoke on condition of anonymity to candidly assess the race.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"388\" data-total-count=\"5639\">Another Republican who was shifted to a more competitive district is Representative Scott Perry, who represents Harrisburg and York in central Pennsylvania. Mr. Perry is the only member of the far-right\u00a0<a href=\"https:\/\/ballotpedia.org\/House_Freedom_Caucus\">Freedom Caucus<\/a>\u00a0in the state\u2019s Congressional delegation. Mr. Trump won his old district by 21 percentage points; the new map places him in territory the president carried by only nine.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"288\" data-total-count=\"5927\">Five Democrats are seeking their party\u2019s nomination to run against Mr. Perry. Republicans predominate in the new district, but one strategist called them \u201csofter Republicans,\u201d many of them employed by state government. Mr. Perry may be out of step with many of his new constituents.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"453\" data-total-count=\"6380\">G. Terry Madonna, a political scientist at Franklin &amp; Marshall College in Lancaster, Pa., said Democrats have the popular wind at their backs.\u00a0<a href=\"https:\/\/www.fandm.edu\/uploads\/files\/708725106986767486-f-m-poll-release-march-2018.pdf\">In a poll of Pennsylvania voters<\/a>\u00a0he released on Thursday, 53 percent who are \u201cvery interested\u201d in the election said they would vote for a Democratic House candidate, against 30 percent who planned to vote Republican. And Mr. Trump\u2019s job approval rating in Pennsylvania is just 30 percent in the new poll.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"170\" data-total-count=\"6550\">\u201cWe\u2019re seven months out, but it looks like there\u2019ll be a Democratic wave,\u201d Mr. Madonna said.
