In February, the Republican chairman of the House Oversight Committee\u00a0<a href=\"https:\/\/www.nytimes.com\/2018\/02\/21\/climate\/gowdy-pruitt-epa-travel.html\">ordered<\/a>\u00a0Mr. Pruitt to turn over documents related to his first-class travel at taxpayer expense, questioning whether he had received the appropriate waivers to do so.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"437\" data-total-count=\"1151\">The housing arrangement surfaced on Thursday after ABC News\u00a0<a href=\"http:\/\/abcnews.go.com\/Politics\/exclusive-epa-chief-pruitt-joined-family-condo-tied\/story?id=54125092\">reported<\/a>that Mr. Pruitt had paid $50 per night to rent a bedroom in a condominium on Capitol Hill for the first half of 2017. The E.P.A. later\u00a0<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2018-03-30\/epa-chief-s-50-a-night-rental-said-to-raise-white-house-angst\">shared documents with Bloomberg News<\/a>\u00a0showing that the arrangement was not a traditional monthly rental agreement; instead Mr. Pruitt paid only for the nights that he slept in the room. His payments amounted to $6,100 over six months.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"466\" data-total-count=\"1617\">A typical full studio or one-bedroom apartment in the same area would cost between $1,500 and $2,000 per month or much more, a search of current listings indicates. In a statement, Jahan Wilcox, an E.P.A. spokesman, referred to\u00a0<a href=\"https:\/\/www.documentcloud.org\/documents\/4427520-Pruitt-and-His-Landlord.html#document\/p1\/a414738\">a memo from the agency\u2019s designated ethics counsel<\/a>, dated Friday, saying that, \u201cUnder the terms of the lease, if the space was utilized for one 30-day month, then the rental cost would be $1,500, which is a reasonable market value.\u201d<\/p>\n<p id=\"story-continues-1\" class=\"story-body-text story-content\" data-para-count=\"247\" data-total-count=\"1864\">Federal ethics rules generally prohibit employees in the executive branch from receiving outside gifts. Mr. Wilcox said the memo showed that the housing arrangement \u201cwas not a gift and the lease was consistent with federal ethics regulations.\u201d<\/p>\n<\/div>\n<\/div>\n<div class=\"story-body-supplemental\">\n<div class=\"story-body story-body-2\">\n<p id=\"story-continues-3\" class=\"story-body-text story-content\" data-para-count=\"301\" data-total-count=\"2165\">Walter M. Shaub Jr., who\u00a0<a href=\"https:\/\/www.nytimes.com\/2017\/07\/06\/us\/politics\/walter-shaub-office-of-government-ethics-resign.html\">until last July<\/a>\u00a0was the director of the Office of Government Ethics, pointed out that\u00a0<a href=\"https:\/\/www2.oge.gov\/Web\/oge.nsf\/Resources\/Gifts+from+Outside+Sources\">federal ethics guidelines<\/a>\u00a0say that \u201cemployees should consider declining gifts when they believe that their integrity or impartiality would be questioned if they were to accept the gift.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"173\" data-total-count=\"2338\">According to the E.P.A., the landlord of the building was Vicki Hart, the president and founder of a\u00a0<a href=\"http:\/\/www.hhs.com\/team-vicki-hart.php\">health care lobbying firm<\/a>\u00a0that does not have business before the agency.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"195\" data-total-count=\"2533\">Her husband,\u00a0<a href=\"http:\/\/www.williamsandjensen.com\/about-us\/principals-associates\/j-steven-hart\">J. Steven Hart<\/a>, is the chairman of a Washington lobbying firm, Williams &amp; Jensen, with several energy clients including OGE Energy Corporation, Cheniere Energy and Colonial Pipeline.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"274\" data-total-count=\"2807\">According to lobbying disclosure records, Mr. Hart\u2019s firm reported lobbying the E.P.A. on behalf of OGE Energy, an energy company based in Oklahoma, on greenhouse gas regulations and other rules affecting electric utilities. The forms were\u00a0<a href=\"https:\/\/www.eenews.net\/stories\/1060077849\">previously reported<\/a>\u00a0by E&amp;E News.<\/p>\n<figure id=\"media-100000005827787\" class=\"media photo embedded layout-large-vertical media-100000005827787\" role=\"group\" data-media-action=\"modal\" aria-label=\"media\"><span class=\"visually-hidden\">Photo<\/span><\/p>\n<div class=\"image\"><img data-recalc-dims=\"1\" decoding=\"async\" class=\"media-viewer-candidate\" src=\"https:\/\/i0.wp.com\/static01.nyt.com\/images\/2018\/03\/31\/science\/31cli-pruitt-townhouse\/31cli-pruitt-townhouse-blog427.jpg?ssl=1\" alt=\"\" data-mediaviewer-src=\"https:\/\/static01.nyt.com\/images\/2018\/03\/31\/science\/31cli-pruitt-townhouse\/31cli-pruitt-townhouse-superJumbo.jpg\" data-mediaviewer-caption=\"Mr. Pruitt paid $6,100 over six months to the wife of a top energy lobbyist for a bedroom in a Capitol Hill condominium.\" data-mediaviewer-credit=\"Alex Wong\/Getty Images\" \/><\/p>\n<div class=\"media-action-overlay\"><\/div>\n<\/div><figcaption class=\"caption\"><span class=\"caption-text\">Mr. Pruitt paid $6,100 over six months to the wife of a top energy lobbyist for a bedroom in a Capitol Hill condominium.<\/span><span class=\"credit\"><span class=\"visually-hidden\">Credit<\/span>Alex Wong\/Getty Images<\/span><\/figcaption><\/figure>\n<p class=\"story-body-text story-content\" data-para-count=\"50\" data-total-count=\"2857\">Mr. Hart did not respond to a request for comment.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"317\" data-total-count=\"3174\">E&amp;E News reported that Mr. Hart said that he had not personally lobbied the E.P.A. in the past two years and was unaware that his firm had done so, and that a federal disclosure form listing him as having lobbied the E.P.A. on behalf of a glass-container manufacturer was an error that he would ask to have corrected.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"294\" data-total-count=\"3468\">Democrats in Congress were quick to criticize the agency chief. \u201cFrom the very beginning, Scott Pruitt has acted as if the E.P.A. is his own personal fiefdom,\u201d Representative John Sarbanes, Democrat of Maryland, who sits on the House committee that oversees the agency, said in a statement.<\/p>\n<div id=\"newsletter-promo\" class=\"newsletter-signup auto-newsletter variant-1-hidden\" data-newsletter-productcode=\"\" data-newsletter-producttitle=\"\" aria-labeledby=\"newsletter-promo-heading\">\n<form class=\"newsletter-form\" autocomplete=\"off\" method=\"post\" name=\"regilite\">\n<div class=\"control input-control\"><\/div>\n<\/form>\n<\/div>\n<div id=\"#continues-post-newsletter\"><\/div>\n<p class=\"story-body-text story-content\" data-para-count=\"361\" data-total-count=\"3829\">Mr. Pruitt\u2019s relationships with both Mr. Hart and OGE Energy go back several years. In 2014, Mr. Hart held a fund-raising event for Mr. Pruitt while Mr. Pruitt was the attorney general of Oklahoma. The Washington Post quoted Mr. Hart on Friday saying that\u00a0<a href=\"https:\/\/www.washingtonpost.com\/news\/energy-environment\/wp\/2018\/03\/30\/as-new-details-emerge-scott-pruitts-housing-arrangements-come-under-scrutiny\/\">he was a \u201ccasual friend\u201d of Mr. Pruitt\u2019s<\/a>\u00a0and hadn\u2019t had contact with him \u201cfor many months.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"333\" data-total-count=\"4162\">As Oklahoma attorney general, Mr. Pruitt joined with one of OGE Energy\u2019s subsidiaries, Oklahoma Gas &amp; Electric,\u00a0<a href=\"https:\/\/www.eenews.net\/stories\/1060048459\">to sue the Obama administration<\/a>over a regional haze rule that would have required coal-fired power plants to install pollution controls. Mr. Pruitt eventually lost his case, which went all the way to the Supreme Court.<\/p>\n<p id=\"story-continues-4\" class=\"story-body-text story-content\" data-para-count=\"298\" data-total-count=\"4460\">In March 2017, Mr. Pruitt met with OGE Energy as well as a lobbyist in Mr. Hart\u2019s firm, according to\u00a0<a href=\"https:\/\/www.nytimes.com\/interactive\/2017\/10\/03\/us\/politics\/document-Pruitt-Sked-and-McCarthy-Sked.html\">a copy of his daily schedule that was released last year<\/a>. Also last year, the E.P.A. asked a federal court to delay the haze rule requirements for Texas. A federal court later denied the request.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"117\" data-total-count=\"4577\">Brian Alford, a spokesman for OGE Energy, said the company was previously unaware of Mr. Pruitt\u2019s rental agreement.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"235\" data-total-count=\"4812\">Mr. Hart\u2019s firm\u00a0<a href=\"https:\/\/www.opensecrets.org\/lobby\/clientlbs.php?id=D000024731&amp;year=2017\">through the end of 2017<\/a>\u00a0also represented Cheniere Energy, lobbying on issues \u201crelated to the export of liquefied natural gas (LNG), approval of LNG exports and export facilities,\u201d\u00a0<a href=\"https:\/\/soprweb.senate.gov\/index.cfm?event=getFilingDetails&amp;filingID=C44AE531-D577-45F5-B87E-38FE39FAD106&amp;filingTypeID=60\">according to a disclosure report<\/a>.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"201\" data-total-count=\"5013\">Mr. Pruitt traveled to Morocco last year to promote the export of natural gas. That trip is the subject of an investigation by the E.P.A.\u2019s inspector general, based on\u00a0<a href=\"https:\/\/twitter.com\/SenatorCarper\/status\/942861760742215681\">requests from Senate Democrats<\/a>.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"206\" data-total-count=\"5219\">In a statement, Rachel Carmichael, a spokeswoman for Cheniere Energy, noted that the company had not been aware of Mr. Pruitt\u2019s rental arrangement and had not used Mr. Hart\u2019s company to lobby the E.P.A.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"190\" data-total-count=\"5409\">Jeffrey Lagda, the E.P.A. inspector general, said his office had been made aware of Mr. Pruitt\u2019s living arrangement and declined to say whether the office was considering an investigation.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"430\" data-total-count=\"5839\">On Friday, ABC News\u00a0<a href=\"http:\/\/abcnews.go.com\/Politics\/exclusive-epa-chief-pruitt-joined-family-condo-tied\/story?id=54125092\">reported<\/a>\u00a0that Mr. Pruitt\u2019s daughter had also lived in the apartment, while she held an internship at the White House last summer.
