But that label was immediately attached to the attack on Tuesday that killed eight people, setting off another round of a fierce national debate.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"186\" data-total-count=\"743\">On the surface, this could be considered a straightforward question of motive. Terrorism is defined as an attack on civilians meant to frighten a larger community for political purposes.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"280\" data-total-count=\"1023\">But the new generation of Islamist terrorism, conducted by individuals citing far-off inspiration, has blurred the distinctions between terrorist and disturbed loner. So have recent mass shooters who show signs of both mental illness and an attachment to vague ideological causes.<\/p>\n<p id=\"story-continues-1\" class=\"story-body-text story-content\" data-para-count=\"219\" data-total-count=\"1242\">As a result, terrorism is often in the eye of the beholder, determined as much by the attacker as by the community that is targeted, which must decide whether the attack represents a broader threat requiring a response.<\/p>\n<\/div>\n<\/div>\n<div class=\"story-body-supplemental\">\n<div class=\"story-body story-body-2\">\n<p id=\"story-continues-3\" class=\"story-body-text story-content\" data-para-count=\"226\" data-total-count=\"1468\">Each attack, then, quickly sets off a zero-sum debate over the related issues of gun control, immigration or religious tolerance \u2014 some of the most divisive issues in the country \u2014 litigated in a moment of national duress.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"119\" data-total-count=\"1587\">The Las Vegas attack, for some Americans, typically those on the left, represented the terrorism of unchecked gun laws.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"195\" data-total-count=\"1782\">Classifying the Las Vegas attack as terrorism might mean classifying guns as national threats requiring a response. The right would see this as an attempt to tar all gun owners and conservatives.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"336\" data-total-count=\"2118\">Attacks like the one in New York, led by a man from Uzbekistan who shouted \u201cAllahu akbar,\u201d are seen by many on the right as stemming from the wider threat of uncontrolled Muslim immigration. If it is an act of terrorism, as Mayor Bill de Blasio and others have defined it, then the attacker cannot be dismissed as a disturbed loner.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"223\" data-total-count=\"2341\">More than 16 years after the Sept. 11 attacks, many Americans, particularly on the left, are questioning the readiness with which lone Muslims are defined as terrorists while lone non-Muslims are deemed \u201cmass shooters.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"178\" data-total-count=\"2519\">Even if the label fits in individual cases, they say, the inconsistency suggests a tendency to see Muslims as part of a hostile fifth column and white male killers as exceptions.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"364\" data-total-count=\"2883\">Because mass killings are such acute moments of public horror, this is not an area in which people can easily agree to disagree. The events cause visceral terror for many, and can feel like evidence that their worst fears are coming true \u2014 and that the other half of society is conspiring to make them unsafe by refusing to recognize the threat.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"318\" data-total-count=\"3669\">After the attack in New York on Tuesday, President Trump posted a string of tweets that connected the driver to immigration policy. He said he had ordered the Department of Homeland Security to \u201cstep up our already Extreme Vetting program,\u201d and called for an end to a diversity visa lottery program for immigrants.<span style=\"font-family: -apple-system, BlinkMacSystemFont, 'Segoe UI', Roboto, Oxygen-Sans, Ubuntu, Cantarell, 'Helvetica Neue', sans-serif;\">\u00a0<\/span><\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"68\" data-total-count=\"3737\">\u201cBeing politically correct is fine, but not for this!\u201d he wrote.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"192\" data-total-count=\"3929\">Those on the left, particularly those concerned about rising attacks on Muslims, worry about an attempt to further marginalize Muslim Americans at a moment when they are especially vulnerable.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"221\" data-total-count=\"4150\">\u201cMan screams \u2018Allahu Akbar\u2019 &amp; kills people. Media: Terrorism!\u201d Nathan Lean, the author of a book on Islamophobia,<a href=\"https:\/\/twitter.com\/nathanlean\/status\/925473904080113666\">\u00a0wrote on Twitter<\/a>. \u201cWhite guy slays 56 in Las Vegas with battle-ready weapons. Media: Crickets.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"200\" data-total-count=\"4350\">These debates have grown especially contentious since 2015, when Dylann Roof, a South Carolina man who had publicly espoused\u00a0<a href=\"https:\/\/www.nytimes.com\/2015\/06\/21\/us\/dylann-storm-roof-photos-website-charleston-church-shooting.html\">white supremacy<\/a>, killed nine people at a mostly black church in Charleston.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"243\" data-total-count=\"4593\">The Black Lives Matter movement had spent two years campaigning against violence against African-Americans, particularly those killed in encounters with the police. Mr. Roof\u2019s attack, they argued, demonstrated the threat facing black people.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"203\" data-total-count=\"4796\">If Islamist terrorism had inspired national mobilizations and sweeping policy changes, they argued, so should violence against blacks. And the crime appeared to neatly fit terrorism\u2019s legal definition.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"191\" data-total-count=\"4987\">The argument expressed growing worries on the left that the word \u201cterrorism\u201d had become racially and religiously charged, used predominantly to describe attacks by Muslims on non-Muslims.<\/p>\n<p id=\"story-continues-5\" class=\"story-body-text story-content\" data-para-count=\"215\" data-total-count=\"5202\">This fed into larger debate over whether some victims of terrorism were granted more protection than others based on who targeted them or why \u2014 and whether politicians were understating certain forms of terrorism.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"237\" data-total-count=\"5439\">When a Department of Homeland Security\u00a0<a href=\"https:\/\/www.splcenter.org\/sites\/default\/files\/downloads\/resource\/DOJ_rwextremism2009.pdf\">report<\/a>\u00a0on right-wing extremism leaked in 2009, it prompted accusations that Democrats were persecuting conservatives. The report was withdrawn and the office that had produced it\u00a0<a href=\"https:\/\/www.nytimes.com\/2016\/01\/09\/us\/politics\/homeland-security-looked-past-militia-movement-ex-analyst-says.html\">quietly dismantled<\/a>.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"420\" data-total-count=\"5859\">The same year as Mr. Roof\u2019s attack, Mr. Trump\u2019s presidential campaign gained ground on a different argument that identity politics had led certain forms of terrorism to be played down. In a campaign statement, Mr. Trump called for \u201ca total and complete shutdown of Muslims entering the United States\u201d to protect from \u201cpeople that believe only in Jihad, and have no sense of reason or respect for human life.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"396\" data-total-count=\"6255\">Defining terrorism, then, has become another way of debating who belongs and whose concerns matter \u2014 and at a moment of perceived danger, when listening is hardest and shouting can feel necessary. It has become a perfect vessel for Americans\u2019 growing tendency to see their political opponents as not merely fellow citizens with whom they disagree, but as threats to their safety and security.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"117\" data-total-count=\"6372\">That is a recipe for increased polarization and hostility at a moment when Americans are already dangerously divided.<\/p>\n<footer class=\"story-footer story-content\">\n<div class=\"story-meta\">\n<p class=\"story-print-citation\">A version of this article appears in print on November 2, 2017, on Page A20 of the\u00a0New York edition\u00a0with the headline: This Time Was Terror.
