The firm could send an attractive woman to seduce a rival candidate and secretly videotape the encounter, Mr. Nix said, or send someone posing as a wealthy land developer to pass a bribe.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"72\" data-total-count=\"448\">\u201cWe have a long history of working behind the scenes,\u201d Mr. Nix said.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"251\" data-total-count=\"699\">The prospective client, though, was actually a reporter from Channel 4 News in Britain, and the encounter was secretly filmed as part of a monthslong investigation into Cambridge Analytica, the data firm with ties to President Trump\u2019s 2016 campaign.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"311\" data-total-count=\"1010\">The\u00a0<a href=\"https:\/\/t.co\/sfNhPtyvqW\">results of Channel 4\u2019s work were broadcast<\/a>\u00a0in Britain on Monday, days after\u00a0<a href=\"https:\/\/www.nytimes.com\/2018\/03\/17\/us\/politics\/cambridge-analytica-trump-campaign.html\">reports\u00a0<\/a>in The New York Times and The Observer of London that the firm had harvested the data from more than 50 million Facebook profiles in its bid to develop techniques for predicting the behavior of individual American voters.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"266\" data-total-count=\"1276\">The weekend\u2019s reports about the data misuse have\u00a0<a href=\"https:\/\/www.nytimes.com\/2018\/03\/18\/us\/cambridge-analytica-facebook-privacy-data.html\">prompted calls<\/a>\u00a0from lawmakers in Britain and the United States for renewed scrutiny of Facebook, and at least two American state prosecutors have said they are looking into the misuse of data by Cambridge Analytica.<\/p>\n<p id=\"story-continues-1\" class=\"story-body-text story-content\" data-para-count=\"241\" data-total-count=\"1517\">Now, the Channel 4 broadcast appears likely to cast an even harsher spotlight on the company, which was founded by Stephen K. Bannon and Robert Mercer, a wealthy Republican donor who put has put at least $15 million into Cambridge Analytica.<\/p>\n<\/div>\n<\/div>\n<div class=\"story-body-supplemental\">\n<div class=\"story-body story-body-2\">\n<p id=\"story-continues-3\" class=\"story-body-text story-content\" data-para-count=\"223\" data-total-count=\"1740\">The firm\u2019s so-called psychographic modeling techniques, which were built in part with the data harvested from Facebook, underpinned its work for the Trump campaign in 2016, though many have questioned their effectiveness.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"244\" data-total-count=\"1984\">Less noticed has been the work that Cambridge Analytica and its parent company, the SCL Group, has done outside the United States. The operations of the two companies were set up with a convoluted corporate structure and are deeply intertwined.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"390\" data-total-count=\"2374\">Mr. Nix, for instance, holds dual appointments at the two companies. Cambridge Analytica is registered in Delaware and almost wholly owned by the Mercer family, but it is effectively a shell \u2014 it holds intellectual property rights to its so-called psychographic modeling tools, yet its clients are served by the staff at London-based SCL and overseen by Mr. Nix, who is a British citizen.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"292\" data-total-count=\"2666\">SCL Elections has clients around the world, and it has experimented with data-driven microtargeting techniques in the Caribbean and Africa, where privacy rules are lax or nonexistent and politicians employing SCL have been happy to provide government-held data, according to former employees.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"85\" data-total-count=\"2751\">[<strong>ALSO READ<\/strong>:\u00a0<a href=\"https:\/\/www.nytimes.com\/2018\/03\/19\/technology\/facebook-cambridge-analytica-explained.html?action=click&amp;module=Intentional&amp;pgtype=Article\">How Cambridge Analytica Harvested Facebook Data, Triggering a New Outcry<\/a>]<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"182\" data-total-count=\"2933\">But in the footage broadcast by Channel 4, Mr. Nix offered services that go far beyond data harvesting. The Times did not work with Channel 4 on its report about Cambridge Analytica.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"317\" data-total-count=\"3250\">\u201cMany of our clients don\u2019t want to be seen to be working with a foreign company,\u201d he told the Channel 4 reporter, who was not identified. \u201cWe can set up fake IDs and websites, we can be students doing research projects attached to a university, we can be tourists. There\u2019s so many options we can look at.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"364\" data-total-count=\"3614\">The Channel 4 reporter posed as a \u201cfixer\u201d for a wealthy Sri Lankan family that wanted to help politicians they favored. In a series of meetings at London hotels between November and January, all of which were secretly filmed, Mr. Nix and other executives boasted that Cambridge Analytica employs front companies and former spies on behalf of political clients.<\/p>\n<p id=\"story-continues-4\" class=\"story-body-text story-content\" data-para-count=\"234\" data-total-count=\"3848\">The information that is uncovered through such clandestine work is then put \u201cinto the bloodstream to the internet,\u201d said Mark Turnbull, another Cambridge executive, in an encounter in December 2017 at the Berkeley hotel in London.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"294\" data-total-count=\"4142\">\u201cThen watch it grow, give it a little push every now and again, over time, to watch it take shape,\u201d he added. \u201cIt has to happen without anyone thinking, \u2018That\u2019s propaganda.\u2019 Because the moment you think \u2018that\u2019s propaganda,\u2019 the next question is, \u2018Who\u2019s put that out?\u2019\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"140\" data-total-count=\"4282\">The most damning footage, though, was of Mr. Nix\u2019s suggestion that the company could entrap political rivals through seduction or bribery.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"123\" data-total-count=\"4405\">At a meeting in January, also at the Berkeley hotel, Mr. Nix was direct about the techniques SCL could use to aid a client.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"384\" data-total-count=\"4789\">\u201cI mean, deep digging is interesting,\u201d he said. \u201cBut you know equally effective can be just to go and speak to the incumbents and to offer them a deal that\u2019s too good to be true, and make sure that that\u2019s video-recorded, you know. These sorts of tactics are very effective, instantly having video evidence of corruption, putting it on the internet, these sorts of things.\u201d<\/p>\n<div id=\"newsletter-promo\" class=\"newsletter-signup auto-newsletter\" data-newsletter-productcode=\"\" data-newsletter-producttitle=\"\" aria-labeledby=\"newsletter-promo-heading\">\n<form class=\"newsletter-form\" autocomplete=\"off\" method=\"post\" name=\"regilite\">\n<div id=\"captcha-container\" class=\"g-recaptcha\" data-sitekey=\"6LeN0R4TAAAAACwPa5WX2QYE0npOf2-2veTOm2Tp\">\n<div>\n<div><\/div>\n<\/div>\n<\/div>\n<\/form>\n<\/div>\n<p class=\"story-body-text story-content\" data-para-count=\"263\" data-total-count=\"5052\">Mr. Nix then suggested they could have someone pose as a wealthy developer. \u201cThey will offer a large amount of money to the candidate, to finance his campaign in exchange for land for instance,\u201d he said. \u201cWe\u2019ll have the whole thing recorded on cameras.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"123\" data-total-count=\"5175\">Or, Mr. Nix said, they could \u201csend some girls around to the candidate\u2019s house \u2014 we have lots of history of things.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"232\" data-total-count=\"5407\">The reporter asked what kind of girls, and Mr. Nix said they could find some Ukrainian women. \u201cI\u2019m just saying, we could bring some Ukrainians in on holiday with us you know,\u201d Mr. Nix replied. \u201cYou know what I\u2019m saying.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"74\" data-total-count=\"5481\">\u201cThey are very beautiful,\u201d he said. \u201cI find that works very well.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"239\" data-total-count=\"5720\">To be sure, though, Mr. Nix said that he was speaking only in hypotheticals. \u201cPlease don\u2019t pay too much attention to what I\u2019m saying because I\u2019m just giving you examples of what can be done and what, what has been done,\u201d he said.<\/p>\n<p id=\"story-continues-5\" class=\"story-body-text story-content\" data-para-count=\"220\" data-total-count=\"5940\">Cambridge Analytica, in a statement issued after the Channel 4 broadcast, said the report was \u201cedited and scripted to grossly misrepresent the nature of those conversations and how the company conducts its business.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"304\" data-total-count=\"6244\">The company said that it was the undercover reporter who had raised the idea of entrapping politicians, and that the executives had been trying to assess his intent. Mr. Nix and Mr. Turnbull \u201chumored these questions and actively encouraged the prospective client to disclose his intentions,\u201d it said.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"86\" data-total-count=\"6330\">\u201cThey left with grave concerns and did not meet with him again,\u201d the company said.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"270\" data-total-count=\"6600\">For Mr. Nix, the footage comes at an already perilous moment. Earlier this month, he told a parliamentary inquiry into fake news and Russian interference in Britain\u2019s referendum to exit the European Union that Cambridge Analytica never used or possessed Facebook data.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"176\" data-total-count=\"6776\">But following the reports in The Times and Observer on Saturday, Damian Collins, the Conservative lawmaker leading the inquiry, said he planned to call Mr. Nix back to testify.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"128\" data-total-count=\"6904\">\u201cIt seems clear that he has deliberately misled the committee and Parliament,\u201d Mr. Collins said in a statement this weekend.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"297\" data-total-count=\"7201\">Elizabeth Denham, the British information commissioner, told Channel 4 News that on March 7 she asked for access to Cambridge Analytica, setting a deadline of 6 p.m. Monday. Ms. Denham said she did not accept the response as satisfactory and so would be applying in court on Tuesday for a warrant.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"123\" data-total-count=\"7324\">\u201cWe need to look at the databases, we need to look at the servers and understand how the data was processed,\u201d she said.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"153\" data-total-count=\"7477\">In a\u00a0<a href=\"https:\/\/newsroom.fb.com\/news\/2018\/03\/forensic-audits-cambridge-analytica\/\">statement<\/a>, Facebook said that it had \u201chired a digital forensics firm, Stroz Friedberg, to conduct a comprehensive audit of Cambridge Analytica.\u201d<\/p>\n<p id=\"story-continues-6\" class=\"story-body-text story-content\" data-para-count=\"204\" data-total-count=\"7681\">But Mr. Collins, who is chairman of the House of Commons digital, culture, media and sport committee, said he was concerned that Facebook might gain access to data before the information commissioner did.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"187\" data-total-count=\"7868\">\u201cWhat are they doing?\u201d Mr. Collins asked on Channel 4 News. \u201cAre they going in to physically recover data, to disturb the files?
