font-size: 16px;\" datetime=\"2018-03-17T14:38:02-04:00\">MARCH 16, 2018<\/time><\/p>\n<div class=\"story-meta-footer-sharetools\"><\/div>\n<\/div>\n<\/header>\n<div class=\"story-body-supplemental\">\n<div class=\"story-body story-body-1\">\n<figure id=\"media-100000005803165\" class=\"media photo lede layout-large-horizontal\" role=\"group\" data-media-action=\"modal\" aria-label=\"media\">&nbsp;<\/p>\n<p class=\"image\"><img data-recalc-dims=\"1\" decoding=\"async\" class=\"media-viewer-candidate\" src=\"https:\/\/i0.wp.com\/static01.nyt.com\/images\/2018\/03\/17\/us\/17dc-factcheck\/merlin_135534972_1b625a6a-be93-4ec3-a98e-eeca3c47f7a1-master768.jpg?ssl=1\" alt=\"\" data-mediaviewer-src=\"https:\/\/static01.nyt.com\/images\/2018\/03\/17\/us\/17dc-factcheck\/merlin_135534972_1b625a6a-be93-4ec3-a98e-eeca3c47f7a1-superJumbo.jpg\" data-mediaviewer-caption=\"President Trump was studiously silent as his administration imposed sanctions on Russia for interfering in the 2016 presidential campaign and what officials called other \u201cmalicious cyberattacks.\u201d\" data-mediaviewer-credit=\"Tom Brenner\/The New York Times\" \/><\/p>\n<div class=\"media-action-overlay\"><\/div><figcaption class=\"caption\"><span class=\"caption-text\">President Trump was studiously silent as his administration imposed sanctions on Russia for interfering in the 2016 presidential campaign and what officials called other \u201cmalicious cyberattacks.\u201d<\/span><span class=\"credit\"><span class=\"visually-hidden\">Credit<\/span>Tom Brenner\/The New York Times<\/span><\/figcaption><\/figure>\n<p class=\"story-body-text story-content\" data-para-count=\"143\" data-total-count=\"143\">WASHINGTON \u2014 President Trump has long avoided blaming \u2014 or even naming \u2014 Russia for meddling in the 2016 election that put him in office.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"263\" data-total-count=\"406\">But his administration has been far tougher on Moscow for cyberattacks that officials this week said not only sought to sway political opinions, but also\u00a0<a href=\"https:\/\/www.nytimes.com\/2018\/03\/15\/us\/politics\/russia-cyberattacks.html\">wormed into power plants<\/a>, aviation systems and other critical infrastructure in the United States and Europe.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"367\" data-total-count=\"773\">On Thursday, Mr. Trump was studiously silent as his\u00a0<a href=\"https:\/\/www.nytimes.com\/2018\/03\/15\/us\/politics\/trump-russia-sanctions.html\">administration imposed sanctions on Russia<\/a>\u00a0for interfering in the 2016 presidential campaign and what officials called other \u201cmalicious cyberattacks.\u201d (The president\u00a0<a href=\"https:\/\/www.whitehouse.gov\/briefings-statements\/remarks-president-trump-prime-minister-varadkar-ireland-bilateral-meeting\/\">did agree with a British assessment<\/a>\u00a0that Moscow was responsible for a nerve-gas attack in England against a former Russian spy and his daughter.)<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"343\" data-total-count=\"1116\">The Treasury Department\u00a0<a href=\"https:\/\/home.treasury.gov\/news\/press-releases\/sm0312\">said the sanctions<\/a>\u00a0were to punish \u201cRussia\u2019s continuing destabilizing activities.\u201d And for the first time, the Department of Homeland Security and the F.B.I. directly\u00a0<a href=\"https:\/\/www.us-cert.gov\/ncas\/alerts\/TA18-074A\">accused Russia<\/a>\u00a0of committing cyberattacks against \u201cenergy, nuclear, commercial facilities, water, aviation and critical manufacturing sectors.\u201d<\/p>\n<p id=\"story-continues-1\" class=\"story-body-text story-content\" data-para-count=\"101\" data-total-count=\"1217\">Last week, by contrast, Mr. Trump said that \u201cthe Russians had no impact on our votes whatsoever.\u201d<\/p>\n<p>\u201cBut, certainly, there was meddling and probably there was meddling from other countries and maybe other individuals,\u201d the president said at a\u00a0<a href=\"https:\/\/www.whitehouse.gov\/briefings-statements\/remarks-president-trump-prime-minister-lofven-sweden-joint-press-conference\/\">March 6 news conference<\/a>.<\/div>\n<\/div>\n<div class=\"story-body-supplemental\">\n<div class=\"story-body story-body-2\">\n<p class=\"story-body-text story-content\" data-para-count=\"173\" data-total-count=\"1561\">This pattern of diversion has steadily increased since Mr. Trump took office. Here is a look back at how the president and his own administration have parted ways on Russia.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"57\" data-total-count=\"1618\"><strong>February 2018: Deflecting accusations of Russian meddling<\/strong><\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"207\" data-total-count=\"1825\">United States intelligence officials warned in mid-February that\u00a0<a href=\"https:\/\/www.nytimes.com\/2018\/02\/13\/us\/politics\/russia-sees-midterm-elections-as-chance-to-sow-fresh-discord-intelligence-chiefs-warn.html\">Russia had already begun meddling in the 2018 midterm elections<\/a>. But Mr. Trump continued to suggest other countries could also be the culprit.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"197\" data-total-count=\"2022\">\u201cBy the way, I have to say, Obama was the president during all of this meddling, or whatever you want to call it, with Russians and others possibly,\u201d he said in a\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=SrGoZacvsB4&amp;app=desktop\">Feb.<\/a><a href=\"https:\/\/www.youtube.com\/watch?v=SrGoZacvsB4&amp;app=desktop\">\u00a024 interview on Fox News<\/a>.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"56\" data-total-count=\"2078\"><strong>December 2017: Conflicting signals on national security<\/strong><\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"250\" data-total-count=\"2328\">Mr. Trump\u2019s first\u00a0<a href=\"https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2017\/12\/NSS-Final-12-18-2017-0905.pdf\">national security strategy blueprint<\/a>\u00a0made repeated references to Russia\u2019s interference in the 2016 election and its \u201cinformation operations as part of its offensive cyberefforts to influence public opinion across the globe.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"334\" data-total-count=\"2662\">Yet in\u00a0<a href=\"https:\/\/www.whitehouse.gov\/briefings-statements\/remarks-president-trump-administrations-national-security-strategy\/\">his speech announcing the strategy<\/a>\u00a0on Dec. 18, Mr. Trump made one fleeting mention of Russia: of how it and China \u201cseek to challenge American influence, values and wealth.\u201d He made no mention of Russian meddling and instead praised intelligence sharing between Russia and the United States in the face of terrorism threats.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"49\" data-total-count=\"2711\"><strong>August 2017: Signing a sanctions bill reluctantly<\/strong><\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"289\" data-total-count=\"3000\">After Congress passed legislation in late July to impose sanctions on Russia and limit the president\u2019s authority to lift them, Mr. Trump\u00a0<a href=\"https:\/\/www.nytimes.com\/2017\/08\/02\/world\/europe\/trump-russia-sanctions.html\">signed the bill<\/a>but criticized it as \u201cseriously flawed \u2014 particularly because it encroaches on the executive branch\u2019s authority to negotiate.\u201d<\/p>\n<p id=\"story-continues-4\" class=\"story-body-text story-content\" data-para-count=\"375\" data-total-count=\"3375\">Mr. Trump signed the legislation on Aug. 2. Several days earlier, President Vladimir V. Putin\u2019s government had retaliated by\u00a0<a href=\"https:\/\/www.nytimes.com\/2017\/07\/28\/world\/europe\/us-russia-sanctions.html\">seizing two American diplomatic compounds<\/a>\u00a0in Russia and telling the United States Embassy in Moscow to\u00a0<a href=\"https:\/\/www.nytimes.com\/2017\/07\/30\/world\/europe\/russia-sanctions-us-diplomats-expelled.html\">reduce its staff<\/a>\u00a0across the country. Mr. Trump did not respond, and Sarah Huckabee Sanders, the White House press secretary,\u00a0<a href=\"https:\/\/www.whitehouse.gov\/briefings-statements\/press-briefing-press-secretary-sarah-sanders-senior-policy-advisor-stephen-miller-080217\/\">declined to comment<\/a>.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"100\" data-total-count=\"3475\">However, the State Department described Moscow\u2019s move as \u201ca regrettable and uncalled-for act.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"121\" data-total-count=\"3596\">\u201cWe are assessing the impact of such a limitation and how we will respond to it,\u201d the department said in a statement.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"62\" data-total-count=\"3658\"><strong>July 2017: Suggesting he found Mr. Putin\u2019s denial persuasive<\/strong><\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"170\" data-total-count=\"3828\">After Mr. Trump\u00a0<a href=\"https:\/\/www.nytimes.com\/2017\/07\/18\/world\/europe\/trump-putin-undisclosed-meeting.html\">met with Mr. Putin<\/a>\u00a0during a Group of 20 summit meeting, he recounted the Russian leader\u2019s assurances that Moscow did not intervene in the 2016 election.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"405\" data-total-count=\"4233\">\u201cFirst question \u2014 first 20, 25 minutes \u2014 I said, \u2018Did you do it?\u2019 He said, \u2018No, I did not, absolutely not.\u2019 I then asked him a second time, in a totally different way. He said, \u2018Absolutely not,\u2019\u201d Mr. Trump said in\u00a0<a href=\"https:\/\/www.reuters.com\/article\/us-usa-trump-interview-highlights\/highlights-of-reuters-interview-with-trump-idUSKBN19X34X\">an interview with Reuters<\/a>\u00a0that was published on July 12. \u201cSomebody did say if he did do it, you wouldn\u2019t have found out about it. Which is a very interesting point.\u201d<\/p>\n<div id=\"newsletter-promo\" class=\"newsletter-signup variant-1-hidden \" data-newsletter-productcode=\"NN\" data-newsletter-producttitle=\"Morning Briefing\" aria-labeledby=\"newsletter-promo-heading\"><\/div>\n<p class=\"story-body-text story-content\" data-para-count=\"47\" data-total-count=\"4280\"><strong>January 2017: Playing down Russian cyberattacks<\/strong><\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"255\" data-total-count=\"4535\">On Jan. 6, the intelligence community\u00a0<a href=\"https:\/\/www.nytimes.com\/2017\/01\/06\/us\/politics\/russian-hack-report.html?mcubz=2\">released a declassified report<\/a>\u00a0of its conclusions about a Russian cyberattack on the election. In\u00a0<a href=\"https:\/\/www.nytimes.com\/2017\/01\/06\/us\/politics\/donald-trump-statement-hack-intelligence-briefing.html?mcubz=2\">a statement<\/a>\u00a0about his briefing on the cyberattacks that day, Mr. Trump pointed to \u201cRussia, China, other countries.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"229\" data-total-count=\"4764\">Days before his inauguration, at\u00a0<a href=\"https:\/\/www.nytimes.com\/2017\/01\/11\/us\/politics\/trump-press-conference-transcript.html\">a Jan. 11 news conference<\/a>where he was asked whether he believed Mr. Putin ordered the hacking of American political committees, Mr. Trump said that \u201cas far as hacking, I think it was Russia.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"88\" data-total-count=\"4852\">He then added, \u201cBut I think we also get hacked by other countries and other people.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"105\" data-total-count=\"4957\">Mr. Trump\u2019s dismissiveness of accusations of Russian interference predates his time in the White House.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"59\" data-total-count=\"5016\"><strong>Late December 2016: Praising Putin in the wake of sanctions<\/strong><\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"380\" data-total-count=\"5396\">On Dec. 29, President Barack Obama\u00a0<a href=\"https:\/\/www.nytimes.com\/2016\/12\/29\/us\/politics\/russia-election-hacking-sanctions.html?mcubz=2\">issued sanctions against Russia<\/a>\u00a0and ejected 35 suspected Russian intelligence operators from the United States as punishment for Moscow\u2019s attempts to influence the election. But they always blame Russia. And the reason they blame Russia because they think they\u2019re trying to tarnish me with Russia,\u201d he said.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"60\" data-total-count=\"7038\"><strong>September 2016: Continuing to cast doubt on Russian meddling<\/strong><\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"408\" data-total-count=\"7446\">As the official nominees of their parties, Mr. Trump and Hillary Clinton\u00a0<a href=\"https:\/\/www.nytimes.com\/2016\/07\/29\/us\/politics\/donald-trump-hillary-clinton-intelligence-briefings.html\">began receiving intelligence reports<\/a>\u00a0in early August. On Sept. 22, top Democrats on the House and Senate Intelligence Committees\u00a0<a href=\"https:\/\/www.feinstein.senate.gov\/public\/index.cfm\/press-releases?ID=A04D321E-5F86-4FD6-AD8E-7F533E1C2845\">issued a statement<\/a>\u00a0saying that they had \u201cconcluded that the Russian intelligence agencies are making a serious and concerted effort to influence the U.S. election,\u201d based on briefings they had received.<\/p>\n<p id=\"story-continues-6\" class=\"story-body-text story-content\" data-para-count=\"147\" data-total-count=\"7593\">Four days later, during the\u00a0<a href=\"https:\/\/www.nytimes.com\/2016\/09\/27\/us\/politics\/transcript-debate.html\">first presidential debate<\/a>, Mr. Trump said, \u201cI don\u2019t think anybody knows it was Russia that broke into the D.N.C.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"191\" data-total-count=\"7784\">He continued: \u201cI mean, it could be Russia, but it could also be China. It could also be lots of other people.
