The firms\u2019 employees, who often overlap, had contact in 2014 and 2015 with executives from Lukoil, the Russian oil giant.<\/p>\n<\/div>\n<\/div>\n<div class=\"story-body-supplemental\">\n<div class=\"story-body story-body-2\">\n<p id=\"story-continues-3\" class=\"story-body-text story-content\" data-para-count=\"314\" data-total-count=\"1237\">Lukoil was interested in how data was used to target American voters, according to two former company insiders who said there were at least three meetings with Lukoil executives in London and Turkey. SCL and Lukoil denied that the talks were political in nature, and SCL also said there were no meetings in London.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"246\" data-total-count=\"1483\">The contacts took place as Cambridge Analytica was building a roster of Republican political clients in the United States \u2014 and harvesting the Facebook profiles of over 50 million users to develop tools it said could analyze voters\u2019 behavior.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"339\" data-total-count=\"1822\">Cambridge Analytica also included extensive questions about Russia\u2019s president, Vladimir V. Putin, in surveys it was carrying out in American focus groups in 2014. It is not clear what \u2014 or which client \u2014 prompted the line of questioning, which asked for views on topics ranging from Mr. Putin\u2019s popularity to Russian expansionism.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"411\" data-total-count=\"2233\">On two promotional documents obtained by The New York Times, SCL said it did business in Russia. In both documents, the country is highlighted on world maps that specify the location of SCL clients, with one of the maps noting that the clients were for the firm\u2019s elections division. While Mr. Nix\u2019s firm\u00a0<a href=\"http:\/\/thehill.com\/policy\/cybersecurity\/355010-cambridge-analytica-asked-to-provide-info-to-house-intel-committee\">turned over some records\u00a0<\/a>to the House Permanent Select Committee on Intelligence during its investigation of Russian interference, Democrats on the committee want a fuller review. \u201cIt is imperative to interview a broader range of individuals employed by or linked to Cambridge Analytica,\u201d they said\u00a0<a href=\"https:\/\/www.lawfareblog.com\/document-house-intelligence-committee-minority-russia-investigation-status-report\">in a report<\/a>\u00a0this month.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"257\" data-total-count=\"2968\">Asked about the Russian oil company, a spokesman for SCL said that in 2014 the firm\u2019s commercial division \u201cdiscussed helping Lukoil Turkey better engage with its loyalty-card customers at gas stations.\u201d The spokesman said SCL was not ultimately hired.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"212\" data-total-count=\"3180\">Arash Repac, chief executive of Lukoil Eurasia Petrol, offered a different explanation for the talks. He said that a meeting he attended with SCL in Turkey involved a promotional campaign with local soccer teams.<\/p>\n<div id=\"newsletter-promo\" class=\"newsletter-signup auto-newsletter variant-1-hidden\" data-newsletter-productcode=\"\" data-newsletter-producttitle=\"\" aria-labeledby=\"newsletter-promo-heading\">\n<form class=\"newsletter-form\" autocomplete=\"off\" method=\"post\" name=\"regilite\">\n<div class=\"control input-control\"><\/div>\n<\/form>\n<\/div>\n<p class=\"story-body-text story-content\" data-para-count=\"242\" data-total-count=\"3422\">\u201cWe needed somebody to guide us with the customer data that we were collecting,\u201d he wrote in response to a question from The Times. \u201cEven though our campaign went ahead, we decided not to cooperate with SCL. No contracts were signed.\u201d<\/p>\n<p id=\"story-continues-4\" class=\"story-body-text story-content\" data-para-count=\"212\" data-total-count=\"3634\">But Christopher Wylie, who helped found Cambridge Analytica and develop the company\u2019s voter-profiling technology, said Lukoil showed interest in how the company used data to tailor messaging to American voters.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"99\" data-total-count=\"3733\">\u201cI remember being super confused,\u201d said Mr. Wylie, who took part in one of the Lukoil meetings.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"195\" data-total-count=\"3928\">\u201cI kept asking Alexander, \u2018Can you explain to me what they want?\u2019\u201d he said, referring to Mr. Nix. \u201cI don\u2019t understand why Lukoil wants to know about political targeting in America.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"244\" data-total-count=\"4172\">\u201cWe\u2019re sending them stuff about political targeting \u2014 they then come and ask more about political targeting,\u201d Mr. Wylie said, adding that Lukoil \u201cjust didn\u2019t seem to be interested\u201d in how the techniques could be used commercially.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"317\" data-total-count=\"4489\">Mr. Wylie, a former contractor, left SCL before the talks concluded and could not say what became of the relationship with the oil company. He had a falling out with SCL and tried to set up a rival business. SCL said he had violated a nondisclosure agreement and that his comments were an attempt to hurt the company.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"158\" data-total-count=\"4647\">A second person familiar with the discussions backed up Mr. Wylie\u2019s account, but spoke on the condition of anonymity because of a confidentiality agreement.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"326\" data-total-count=\"4973\">Though Lukoil is not state-owned, it depends on Kremlin support, and its chief executive, Vagit Alekperov,\u00a0<a href=\"http:\/\/en.kremlin.ru\/events\/president\/news\/56780\">has met<\/a>\u00a0with Mr. Putin on a number of occasions. Reuters reported last year that Lukoil and other companies\u00a0<a href=\"https:\/\/www.reuters.com\/article\/us-russia-kremlin-pr\/exclusive-kremlin-tells-companies-to-deliver-good-news-idUSKBN1DE0MP\">received instructions<\/a>\u00a0from the state energy ministry on providing news stories favorable to Russian leadership.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"179\" data-total-count=\"5152\">Mr. Nix, for his part, has long been adamant. \u201cWe just don\u2019t have business in Russia,\u201d\u00a0<a href=\"https:\/\/techcrunch.com\/2017\/11\/06\/the-ceo-of-cambridge-analytica-plans-a-book-on-its-methods-and-the-us-election\/\">he told TechCrunch<\/a>\u00a0last year. \u201cWe have no involvement
