Rosenstein, the deputy attorney general, should end the special counsel inquiry.<\/span>\u00a0<span class=\"credit\"><span class=\"visually-hidden\">Credit<\/span>Pete Marovich for The New York Times<\/span><\/figcaption><\/figure>\n<p class=\"story-body-text story-content\" data-para-count=\"269\" data-total-count=\"269\">WASHINGTON \u2014 A lawyer for President Trump called on the Justice Department on Saturday to end the special counsel investigation into ties between Russia and the Trump campaign, shifting abruptly to a more adversarial stance as the inquiry appeared to be intensifying.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"351\" data-total-count=\"620\">The comments by the lawyer, John Dowd, were prompted by\u00a0<a href=\"https:\/\/www.nytimes.com\/2018\/03\/16\/us\/politics\/andrew-mccabe-fbi-fired.html\">the f<\/a><a href=\"https:\/\/www.nytimes.com\/2018\/03\/16\/us\/politics\/andrew-mccabe-fbi-fired.html\">iring<\/a>\u00a0late on Friday of the former deputy F.B.I. director, Andrew G. McCabe. Mr. Dowd exhorted Rod J. Rosenstein, the deputy attorney general who oversees the special counsel, to end the inquiry and accused the former F.B.I. director, James B. Comey, of concocting a baseless investigation.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"368\" data-total-count=\"988\">\u201cI pray that Acting Attorney General Rosenstein will follow the brilliant and courageous example of the F.B.I. Office of Professional Responsibility and Attorney General Jeff Sessions and bring an end to alleged Russia collusion investigation manufactured by McCabe\u2019s boss James Comey based upon a fraudulent and corrupt dossier,\u201d Mr. Dowd\u00a0<a href=\"https:\/\/www.thedailybeast.com\/trumps-lawyer-its-time-to-fire-robert-mueller?ref=home\">told\u00a0<\/a><a href=\"https:\/\/www.thedailybeast.com\/trumps-lawyer-its-time-to-fire-robert-mueller?ref=home\">The Daily Beast<\/a>.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"517\" data-total-count=\"1505\">His remarks capped another round of revelations in recent days that reinvigorated or displayed Mr. Trump\u2019s frustrations with the investigation that has cast a shadow over his presidency. He was said to be angered over\u00a0<a href=\"https:\/\/www.nytimes.com\/2018\/03\/15\/us\/politics\/trump-organization-subpoena-mueller-russia.html\">a New York Times report<\/a>\u00a0that records from the Trump Organization were subpoenaed, and he celebrated the firing of Mr. McCabe, who was among the first F.B.I. officials to scrutinize possible links between Russia and the Trump team, calling his dismissal a \u201cgreat day for Democracy\u201d\u00a0<a href=\"https:\/\/twitter.com\/realDonaldTrump\/status\/974859881827258369\">on Twitter<\/a>.<\/p>\n<p id=\"story-continues-1\" class=\"story-body-text story-content\" data-para-count=\"318\" data-total-count=\"1823\">Although Mr. Dowd did not name the special counsel, Robert S. Mueller III, the implication that he believed Mr. Mueller should be fired was unmistakable. Such a move could set off alarms among Republicans in Congress, who have largely stood by as the president repeatedly assailed the Justice Department and the F.B.I.<\/p>\n<p><time class=\"dateline\"><\/time>Mr. Dowd said at first that he was speaking on behalf of the president but later backed off that assertion. He did not elaborate on why he was calling for the end of the investigation, saying only: \u201cJust end it on the merits in light of recent revelations.\u201d<\/div>\n<\/div>\n<div class=\"story-body-supplemental\">\n<div class=\"story-body story-body-2\">\n<p class=\"story-body-text story-content\" data-para-count=\"303\" data-total-count=\"2387\">People close to the president were skeptical that Mr. Dowd was acting on his own. Mr. Trump has a history of using advisers to publicly test a message, giving him some distance from it. Since taking over the case last summer, Mr. Trump\u2019s attorneys have urged a strategy of restraint, in which the president avoids discussing Mr. Mueller or criticizing him, and the lawyers had done nothing publicly until now that could agitate the special counsel\u2019s team.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"285\" data-total-count=\"3352\">The comments by both Mr. Trump and Mr. Dowd lent credence to Mr. McCabe\u2019s assertion that the president sees his firing as directly tied into Mr. Mueller\u2019s case. Mr. McCabe, who is a potential witness in the investigation, declared that his dismissal was an attempt to undermine it.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"179\" data-total-count=\"3531\">Mr. Sessions\u00a0<a href=\"https:\/\/www.nytimes.com\/2018\/03\/16\/us\/politics\/andrew-mccabe-fbi-fired.html\">fired Mr. McCabe<\/a>\u00a0for failing to be forthcoming with the department\u2019s internal watchdog about a conversation he authorized between F.B.I. officials and a journalist.<\/p>\n<p id=\"story-continues-4\" class=\"story-body-text story-content\" data-para-count=\"185\" data-total-count=\"3716\">Like Mr. Comey, Mr. McCabe also kept contemporaneous memos about his interactions with the president and his conversations with Mr. Comey, a person close to Mr. McCabe said on Saturday.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"336\" data-total-count=\"4052\">The memos could support the account of Mr. Comey, who described in\u00a0<a href=\"https:\/\/www.nytimes.com\/2017\/05\/18\/us\/politics\/james-comey-memo-fbi-trump.html\">his<\/a><a href=\"https:\/\/www.nytimes.com\/2017\/05\/18\/us\/politics\/james-comey-memo-fbi-trump.html\">memos<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.nytimes.com\/2017\/06\/07\/us\/politics\/james-comey-statement-testimony.html\">congressional testimony<\/a>\u00a0repeated requests from the president to clear his name. Mr. Comey said\u00a0<a href=\"https:\/\/www.nytimes.com\/2017\/05\/16\/us\/politics\/james-comey-trump-flynn-russia-investigation.html\">Mr. Trump also asked him<\/a>\u00a0to end an investigation into his former national security adviser, Michael T. Flynn. The special counsel is investigating both matters.<\/p>\n<div id=\"newsletter-promo\" class=\"newsletter-signup auto-newsletter variant-1-hidden\" data-newsletter-productcode=\"\" data-newsletter-producttitle=\"\" aria-labeledby=\"newsletter-promo-heading\">\n<form class=\"newsletter-form\" autocomplete=\"off\" method=\"post\" name=\"regilite\">\n<div id=\"captcha-container\" class=\"g-recaptcha\" data-sitekey=\"6LeN0R4TAAAAACwPa5WX2QYE0npOf2-2veTOm2Tp\">\n<div>\n<div><\/div>\n<\/div>\n<\/div>\n<\/form>\n<\/div>\n<p class=\"story-body-text story-content\" data-para-count=\"163\" data-total-count=\"4215\">Mr. McCabe\u2019s memos were left at the F.B.I., which means that Mr. Mueller\u2019s investigators have access to them as they work to corroborate Mr. Comey\u2019s account.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"225\" data-total-count=\"4440\">Mr. McCabe\u2019s lawyers had no comment on Saturday, and Mr. Rosenstein has repeatedly defended the special counsel, including in an\u00a0<a href=\"https:\/\/www.usatoday.com\/story\/news\/politics\/2018\/03\/12\/rosenstein-mueller-not-unguided-missle-interview\/416388002\/\">interview this month with USA Today<\/a>, in which he said he had seen no need to fire Mr. Mueller.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"83\" data-total-count=\"4523\">Mr. Comey, who has a book scheduled to be published next month, weighed in himself.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"155\" data-total-count=\"4678\">\u201cMr. President, the American people will hear my story very soon,\u201d he tweeted. \u201cAnd they can judge for themselves who is honorable and who is not.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"506\" data-total-count=\"5184\">The president\u2019s supporters have tried to undercut the investigation as part of a broader attempt to clear him of wrongdoing. This month, Republicans on the House Intelligence Committee \u2014 which is led by a close ally of the president, Representative Devin Nunes of California \u2014\u00a0<a href=\"https:\/\/www.nytimes.com\/2018\/03\/12\/us\/politics\/house-intelligence-trump-russia.html\">concluded their own investigation<\/a>\u00a0into Russia\u2019s election meddling, saying they had determined the president did nothing wrong. Democrats on the panel accused Republicans of putting partisan politics ahead of fact finding.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"282\" data-total-count=\"5466\">Mr. Trump, who has repeatedly criticized Mr. McCabe\u2019s wife for accepting hundreds of thousands of dollars in donations from a political committee tied to Terry McAuliffe, a Hillary Clinton ally, for a Virginia State Senate race \u2014 praised Mr. McCabe\u2019s ouster again on Saturday.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"306\" data-total-count=\"5772\"><strong>\u201c<\/strong>The Fake News is beside themselves that McCabe was caught, called out and fired. How many hundreds of thousands of dollars was given to wife\u2019s campaign by Crooked H friend, Terry M, who was also under investigation?\u201d he tweeted. \u201cHow many lies? How many leaks? Comey knew it all, and much more!\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"501\" data-total-count=\"6273\">Mr. Trump has increasingly expressed frustration as the special counsel investigation has shown more signs of accelerating rather than ending. His legal team has worked to keep him from firing Mr. Mueller in the past. To keep the president at bay, the attorneys \u2014 led by the White House lawyer Ty Cobb \u2014 told him that Mr. Mueller\u2019s investigation would be over by last December and that they would ask Mr. Mueller to put out a statement saying the president was not a target of the investigation.<\/p>\n<p id=\"story-continues-5\" class=\"story-body-text story-content\" data-para-count=\"209\" data-total-count=\"6482\">But instead, Mr. Trump was livid anew this week over\u00a0<a href=\"https:\/\/www.nytimes.com\/2018\/03\/15\/us\/politics\/trump-organization-subpoena-mueller-russia.html\">the Times report<\/a>\u00a0that Mr. Mueller had subpoenaed his corporate records, including those related to Russia, according to one person close to the White House.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"469\" data-total-count=\"6951\">The president\u2019s lawyers appear to be feeling increasingly uneasy about where they stand. This month, Mr. Trump\u00a0<a href=\"https:\/\/www.nytimes.com\/2018\/03\/10\/us\/politics\/trump-mueller-flood.html\">met with a veteran Washington lawyer<\/a>, Emmet T. Flood, to discuss coming on board to take over the president\u2019s dealings with Mr. Mueller\u2019s office and possibly replacing Donald F. McGahn II as White House counsel. The president\u2019s personal lawyers, Mr. Dowd and Jay Sekulow, did not know about the meeting, prompting concerns they could be pushed aside.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"475\" data-total-count=\"7426\">Last June, Mr. Trump backed down from\u00a0<a href=\"https:\/\/www.nytimes.com\/2018\/01\/25\/us\/politics\/trump-mueller-special-counsel-russia.html\">his demand that Mr. Mueller be fired<\/a>\u00a0after Mr. McGahn threatened to quit. A month later, Mr. Trump said in an interview with The Times that the special counsel would be\u00a0<a href=\"https:\/\/www.nytimes.com\/2017\/07\/19\/us\/politics\/trump-interview-transcript.html\">crossing a red line<\/a>\u00a0if he looked into his family\u2019s finances beyond any relationship with Russia. After the Trump Organization subpoena was revealed on Thursday, Mr. Trump\u2019s lawyers privately tried to play it down, in part to keep the president and his family calm.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"246\" data-total-count=\"7672\">Mr. Dowd has been at the center of a string of embarrassing episodes in recent months. In December, he said\u00a0<a href=\"https:\/\/www.nytimes.com\/2017\/12\/02\/us\/politics\/trump-michael-flynn.html\">he had written a tweet<\/a>\u00a0posted by the president that implied Mr. Trump knew that Mr. Flynn had lied to the F.B.I. when Mr. Trump fired him.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"165\" data-total-count=\"7837\">Months earlier, Mr. Dowd was overheard by a Times reporter\u00a0<a href=\"https:\/\/www.nytimes.com\/2017\/09\/17\/us\/politics\/trump-lawyers-white-house-russia-mcgahn-ty-cobb.html\">discussing details of a dispute<\/a>\u00a0inside the president\u2019s legal team over lunch at a Washington steakhouse.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"202\" data-total-count=\"8039\">Democrats seized on Mr. Dowd\u2019s statement on Saturday. Senator Mark Warner of Virginia, the top Democrat on the Senate Intelligence Committee,\u00a0<a href=\"https:\/\/twitter.com\/MarkWarner\/status\/975022062388604928\">called on<\/a>\u00a0lawmakers of both parties to defend Mr. Mueller.<\/p>\n<footer class=\"story-footer story-content\">\n<div class=\"story-meta\">\n<div class=\"story-notes\">\n<p>Michael S.
