{"id":585,"date":"2018-03-07T09:46:18","date_gmt":"2018-03-07T14:46:18","guid":{"rendered":"http:\/\/www.gopplaybook.com\/?p=585"},"modified":"2018-03-11T09:50:30","modified_gmt":"2018-03-11T13:50:30","slug":"senate-gop-works-to-protect-iowans-from-saving-billions-in-energy-costs","status":"publish","type":"post","link":"https:\/\/www.gopplaybook.com\/?p=585","title":{"rendered":"Senate GOP works to &#8216;protect&#8217; Iowans from saving billions in energy costs"},"content":{"rendered":"<p><span class=\"asset-metabar-author asset-metabar-item\"><a href=\"http:\/\/www.desmoinesregister.com\/staff\/17661\/kathie-obradovich\/\" rel=\"author\">Kathie Obradovich<\/a>, kobradov@dmreg.com<\/span><span class=\"asset-metabar-time asset-metabar-item nobyline\"><span class=\"asset-metabar-time-updated\">\u00a0March 9, 2018<\/span><\/span><\/p>\n<p>&nbsp;<\/p>\n<p class=\"speakable-p-1 p-text\">It\u2019s fitting that Senate Republicans waited until after dark before they\u00a0<a href=\"https:\/\/www.desmoinesregister.com\/story\/news\/politics\/2018\/03\/07\/iowa-senate-oks-plan-rewrite-utilities-laws-while-critics-predict-higher-costs\/401047002\/\">voted to curtail\u00a0<\/a>utility companies\u2019 energy-efficiency programs and effectively raise Iowans\u2019 electric and gas bills in the future.\u00a0 It was an exceptionally dim move.<\/p>\n<p class=\"speakable-p-2 p-text\">The bill, Senate File\u00a0<a href=\"https:\/\/www.legis.iowa.gov\/legislation\/BillBook?ga=87&amp;ba=SF2311\">2311<\/a>, allows utility consumers to opt out of programs that pay rebates when homeowners buy energy-efficient appliances, furnaces, water heaters and the like. \u00a0It also caps the amount consumers can be charged for these programs and requires the fee be disclosed on their bills.<\/p>\n<p class=\"p-text\">\u00a0Customers, of course, pay for these popular rebate programs as part of their utility rates.<\/p>\n<p class=\"p-text\">Sen. Michael Breitbach apparently doesn\u2019t think Iowans are smart enough to figure out this isn\u2019t free money. He called it a \u201chidden tax\u201d on utility bills.<\/p>\n<p class=\"p-text\">\u201cThese people don\u2019t come out and give you this money for nothing,\u201d said Breitbach, a Republican from Strawberry Point. \u201cThey\u2019ve charged you for it. You\u2019ve paid for it.\u201d<\/p>\n<p class=\"p-text\">Supporters also argue that low-income people who live in rental housing are paying into these programs without getting any benefit.<\/p>\n<div id=\"module-position-QtHGThvxGa8\" class=\"story-asset image-asset\">\n<aside class=\"single-photo float\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/www.gannett-cdn.com\/-mm-\/824a02ce1ac08781316e1c388bc0c305d05c6ea2\/c%3D0-11-137-194%26r%3D183%26c%3D0-0-180-240\/local\/-\/media\/2017\/02\/20\/IAGroup\/DesMoines\/636232072203006388-Bolkcom.jpg?resize=180%2C240&#038;ssl=1\" alt=\"Sen. Joe Bolkcom, an Iowa City Democrat, said he feared this would go down as \u201cone of the dumbest bills this session.\u201d\u00a0 That would be saying a lot, considering Senate Republicans have already passed a $1 billion tax cut without having a clue how they\u2019ll pay for it.<\/p>\n<p class=\"p-text\">Bolkcom called the bill \u201cthe Senate Republican utility rate increase.\u201d He and other Senate Democrats pointed out that these successful conservation programs are keeping energy costs low for all Iowans. \u00a0Energy customers have saved $2 billion to $3 billion since 1990 in avoided costs of new power plants, Bolkcom said.\u00a0 The net savings to customers since 2009 is about $400 million a year.<\/p>\n<p class=\"p-text\">\u201cIowa has some of the lowest utility costs in the country and some of the lowest in the Midwest,\u201d Bolkcom said. \u201cAnd the reason is that since 1990, we have invested in saving energy and not building expensive new power plants. It\u2019s that simple,\u201d Bolkcom said.<\/p>\n<p class=\"p-text\">Breitbach pooh-poohed the idea that consumers would forsake energy-efficient appliances if they stop getting rebates.\u00a0 &#8220;I don&#8217;t think that you can buy non-energy efficient appliances and I don&#8217;t know anybody who would,&#8221; Breitbach said.<\/p>\n<p class=\"p-text\">Apparently, he didn\u2019t ask members of his own caucus.\u00a0Sen. Mark Chelgren, R-Ottumwa, stood up and suggested he might be willing to hunt for a second-hand washing machine rather than buy a new, energy-efficient model that he thinks might be less durable.\u00a0 \u201cI want to believe that consumers should at least have a choice,\u201d he said.<\/p>\n<div id=\"module-position-QtHGThvjmqg\" class=\"story-asset image-asset\">\n<aside class=\"single-photo float\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/www.gannett-cdn.com\/-mm-\/824a02ce1ac08781316e1c388bc0c305d05c6ea2\/c%3D0-11-137-194%26r%3D183%26c%3D0-0-180-240\/local\/-\/media\/2017\/02\/20\/IAGroup\/DesMoines\/636232071725952272-Mark-Chelgren.jpg?resize=180%2C240&#038;ssl=1\" alt=\"Sen. Rob Hogg, D-Cedar Rapids, responded, musing that he must be living in an alternative universe to Chelgren and Senate Republicans.<\/p>\n<p class=\"p-text\">Wow, indeed.\u00a0 I can almost wrap my head around Senate Republicans wanting to protect Iowans from a program that saves them $2 for every dollar they spend. It\u2019s the same mentality that made GOP lawmakers refuse last year to bar children and drunks from shooting off dangerous fireworks. Alliant saw its profits rise by 50 percent in the last quarter of 2017. The company attributed the jump in profits to its recent rate increase on customers in Iowa and Wisconsin, according to the Wisconsin State Journal. Kim Reynolds spearheaded the development of the\u00a0<\/span><a style=\"font-family: -apple-system, BlinkMacSystemFont, 'Segoe UI', Roboto, Oxygen-Sans, Ubuntu, Cantarell, 'Helvetica Neue', sans-serif;\" href=\"http:\/\/www.iowaenergyplan.org\/index.html\">Iowa Energy Plan,<\/a><span style=\"font-family: -apple-system, BlinkMacSystemFont, 'Segoe UI', Roboto, Oxygen-Sans, Ubuntu, Cantarell, 'Helvetica Neue', sans-serif;\">which calls for increasing energy efficiency and decreasing the operating costs of new and existing Iowa buildings. I can\u2019t imagine why she would be willing to undermine her own work in support of renewable fuels and a cost-effective Iowa utility system.<\/span><\/div>\n<\/div>\n<p class=\"p-text\">In fact, it seems very likely that all Senate Republicans accomplished by their late-night debate on this legislation was to increase the state\u2019s electricity bill.
