The bipartisan vote came three weeks after a gunman killed 17 people in a rampage at Marjory Stoneman Douglas High School in Parkland, Fla.<\/span><\/p>\n<\/div>\n<\/div>\n<p class=\"story-body-text story-content\" data-para-count=\"483\" data-total-count=\"838\">The legislation, which passed the State Senate on Monday and now heads to the governor, would raise the minimum age to purchase any firearm to 21 from 18; impose a three-day waiting period on gun purchases; fund school police officers and mental health counselors; and allow local school districts and sheriffs to arm certain school personnel. It would also ban so-called bump stocks, which make guns fire faster, and give law enforcement more power to commit people deemed a threat.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"210\" data-total-count=\"1048\">While the gun bill was the first to pass in the state in years, it fell short of the demands of\u00a0<a href=\"https:\/\/www.nytimes.com\/2018\/03\/07\/us\/parkland-students-social-media.html\">many of the students<\/a>\u00a0and educators who have in recent weeks led a national call for stronger firearm restrictions.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"78\" data-total-count=\"1126\">(Read our article about exactly what\u2019s in the bill, and what\u2019s not,\u00a0<a href=\"https:\/\/www.nytimes.com\/2018\/03\/08\/us\/florida-gun-bill.html\">here<\/a>.)<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"400\" data-total-count=\"1526\">The emotional debate in the House, which lasted eight hours, culminated with powerful remarks from Representative Jared Moskowitz, a Democrat who graduated from Stoneman Douglas High and told of attending the funerals of the dead. He broke down and needed a moment to compose himself when he shared that one of the victims, Jaime Guttenberg, was the daughter of his son\u2019s preschool writing teacher.<\/p>\n<p id=\"story-continues-1\" class=\"story-body-text story-content\" data-para-count=\"155\" data-total-count=\"1681\">The chamber, which bustled with activity during almost every other speech, was rapt in attention. Vote for the bill, Mr. Moskowitz implored his colleagues.<\/p>\n<div class=\"story-body-supplemental\">\n<div class=\"story-body story-body-2\">\n<p id=\"story-continues-3\" class=\"story-body-text story-content\" data-para-count=\"104\" data-total-count=\"1785\">\u201cThis isn\u2019t hard,\u201d Mr. Moskowitz said. \u201cPutting your kid in the ground is hard. This is easy.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"223\" data-total-count=\"2008\">\u201cThis may be the most consequential vote we ever take on this floor,\u201d said Representative Shawn Harrison, Republican of Tampa. \u201cGrown-ups protect our kids. It\u2019s what we do. It\u2019s our turn. Don\u2019t let them down.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"295\" data-total-count=\"2303\">The legislation passed, with a vote of 67 to 50. Lawmakers rose, looked up into the public gallery and applauded Andrew Pollack, whose daughter, Meadow, was killed in the shooting. He sat through the debate and remained until the vote, even though it likely meant he missed his flight back home.<\/p>\n<div id=\"#continues-post-newsletter\">\u00a0Hours earlier, the grand jury in Broward County charged Nikolas Cruz, the suspect in the Feb. 14 massacre \u2014 one of the deadliest school shootings in American history \u2014 with 17 counts of premeditated murder and 17 counts of attempted murder.<\/div>\n<p class=\"story-body-text story-content\" data-para-count=\"340\" data-total-count=\"2887\">The indictment of Mr. Cruz, who has confessed to the killings, was essentially a formality, and the primary legal debate now centers on whether prosecutors\u00a0<a href=\"https:\/\/www.nytimes.com\/2018\/02\/24\/us\/nikolas-cruz-parkland-florida.html\">should seek the death penalty<\/a>. Mr. Cruz\u2019s lawyers have offered a plea bargain \u2014 consecutive life sentences without parole \u2014 in a bid to avoid a trial and the threat of execution.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"331\" data-total-count=\"3218\">\u201cThe only question is does he live or does he die?\u201d said Howard Finkelstein, the Broward County public defender, whose office is representing Mr. Cruz. \u201cThe question for the community, and specifically the victims\u2019 families \u2014 is it worth what will be a three-year trial odyssey followed by a 15-year appellate odyssey?\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"308\" data-total-count=\"3526\">In the State Capitol on Wednesday afternoon, the provision to voluntarily arm trained school \u201cguardians,\u201d including librarians and school counselors, threatened to derail the legislation. But the families of all 17 people killed in Parkland sent House members a letter on Tuesday urging them to vote yes.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"161\" data-total-count=\"3687\">\u201cYou must act to prevent mass murder from ever occurring again at any school,\u201d they wrote. \u201cThis issue cannot wait. The moment to pass this bill is now.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"398\" data-total-count=\"4085\">On Thursday, several House Democrats cited the letter as the reason they would favor the proposal, even after the Democratic caucus took a formal position against it. The legislation prompted raw comments on the House floor and exposed a racial divide among Democrats: Black legislators warned their white counterparts that arming educators might result in discrimination against students of color.<\/p>\n<p id=\"story-continues-4\" class=\"story-body-text story-content\" data-para-count=\"217\" data-total-count=\"4302\">Gov. Rick Scott, a Republican, has not said if he will sign the bill into law.
