Mr. Petkanas was telling the story of the girl when Mr. Lewandowski interrupted him with what amounted to a \u201csad trombone\u201d sound effect.<\/p>\n<\/div>\n<\/div>\n<div class=\"css-18sbwfn StoryBodyCompanionColumn\">\n<div class=\"css-1h6whtw\">\n<p class=\"css-1i0edl6 e2kc3sl0\">\u201cDid you say, \u2018womp womp,\u2019 to a 10-year-old with Down syndrome being taken from her mother?\u201d Mr. Petkanas responded. \u201cHow dare you! How dare you!\u201d<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">\u201cWhat I said is you can pick anything you want to, but the bottom line is very clear: When you cross the border illegally you have given up the rights of that country,\u201d Mr. Lewandowski said, as the two guests talked over each other. \u201cWhen you cross the border illegally, when you commit a crime, you are taken away from your family because that\u2019s how this country works.\u201d<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">Reached on Wednesday morning, Mr. Lewandowski said he had no comment and would address the matter later on Fox News. In an appearance on the network\u2019s \u201cAmerica\u2019s Newsroom,\u201d Mr. Lewandowski refused to apologize for his remarks, blamed Mr. Petkanas for \u201cpoliticizing children\u201d and said his \u201cwomp womp\u201d response had nothing to do with the girl with Down syndrome.<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">\u201cI was mocking Zac,\u201d Mr. Lewandowski said.<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">He added that criticism for family separations should be directed at parents who crossed the border illegally, and said it was the families of Americans killed by undocumented immigrants who were owed an apology.<\/p>\n<\/div>\n<\/div>\n<div class=\"css-18sbwfn StoryBodyCompanionColumn\">\n<div class=\"css-1h6whtw\">\n<p class=\"css-1i0edl6 e2kc3sl0\">Many called Mr. Lewandowski\u2019s remarks heartless and said they reflected the lack of empathy inherent in the Trump administration\u2019s \u201czero tolerance\u201d policy, which\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2018\/06\/19\/us\/politics\/nielsen-trump-immigration-protector.html\" target=\"_blank\" rel=\"noopener\">has separated thousands of children<\/a>\u00a0from their parents yet has failed to reduce the number of families trying to cross the border.<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">United States Customs and Border Protection said on Wednesday that the mother and her daughter were not separated because of the policy and that the mother was being held as a witness in a smuggling case. The agency said it was trying to reunite the girl with her mother \u201cas soon as possible.\u201d<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">Still, Mr. Lewandowski was roundly and swiftly criticized. Megyn Kelly, a former Fox News host who now works at NBC News,\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/twitter.com\/megynkelly\/status\/1009232450915008513\" target=\"_blank\" rel=\"noopener\">called him a coward<\/a>. \u201cThis man should not be afforded a national platform to spew his hate,\u201d Ms. Kelly said on Twitter.<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">His remarks also drew the ire of parents of children with Down syndrome. On Twitter, a\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/twitter.com\/MrBittlez\/status\/1009253905321086976\" target=\"_blank\" rel=\"noopener\">father posted a photo<\/a>\u00a0of his daughter and addressed a note to Mr. Lewandowski: \u201cIndeed, HOW DARE YOU?\u201d A\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/twitter.com\/TheRealLynnWert\/status\/1009364503077834752\" target=\"_blank\" rel=\"noopener\">mother added<\/a>: \u201cMy son Corey, who has Down syndrome, is twice the man as Mr. Womp Womp.\u201d<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">Bob Vander Plaats, a national co-chairman of Senator Ted Cruz\u2019s 2016 presidential campaign and the president of the Family Leader, a conservative Christian organization, also criticized Mr. Lewandowski. The driver of the car was a United States citizen who was trying to smuggle the family into the country, the department said.<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">Three of the children, who are United States citizens, were released to an aunt. The 10-year-old girl and a sibling were placed into the custody of the Department of Health and Human Services.<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">While the mother told the authorities she was in the country illegally, Customs and Border Protection said she had not been charged with a crime.<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">\u201cThe mother was not prosecuted, but is instead being held as a material witness to support the prosecution of the smuggler, which precipitated the separation of the two other children, both Mexican citizens,\u201d the department said in a statement. \u201cThis smuggler has a criminal history including a flight, escape, aiding and abetting making it important that we prosecute.\u201d<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">The foreign minister of Mexico, Luis Videgaray, discussed the girl\u2019s situation at a news conference in Mexico City on Tuesday and called the Trump administration\u2019s separation policy \u201ccruel and inhumane.\u201d He said that the girl and her brother were sent to a facility in McAllen, Tex., while their mother was moved to Brownsville, about 60 miles away.<\/p>\n<\/div>\n<\/div>\n<div class=\"css-18sbwfn StoryBodyCompanionColumn\">\n<div class=\"css-1h6whtw\">\n<p class=\"css-1i0edl6 e2kc3sl0\">Mexican officials at a consulate in South Texas were trying to have the girl released and reunited with her father, a legal resident of the United States, Mr. Videgaray said.<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">\u201cWe cannot be indifferent before an act that clearly represents a violation of human rights and that puts into a vulnerable position minors, children, including those with disabilities,\u201d Mr. Videgaray said at the news conference.<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">Elsewhere on cable news on Tuesday, the MSNBC host Rachel Maddow broke down on air as she read\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/aponline\/2018\/06\/19\/us\/ap-us-immigration-toddlers-detained.html\" target=\"_blank\" rel=\"noopener\">an Associated Press story about babies and young children<\/a>\u00a0who had been separated from their parents and sent to \u201ctender age\u201d shelters.
