Kelly, the president\u2019s chief of staff, are said to be thinking about how much longer they can do their jobs.<\/span><span class=\"ResponsiveMedia-credit--3F-q_ media-credit--3-06U\"><span class=\"accessibility-visuallyHidden--OUeHR\">Credit<\/span>Tom Brenner\/The New York Times<\/span><\/figcaption><\/figure>\n<\/header>\n<div class=\"css-18sbwfn\">\n<div class=\"css-1h6whtw\">\n<p class=\"css-1i0edl6 e2kc3sl0\">WASHINGTON \u2014 President Trump has gone overseas to embark on some of the most consequential diplomatic negotiations of his tenure, threatening an all-out trade war with allies and seizing a chance to make peace with a nuclear-armed menace.<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">But back home, he left behind a West Wing where burned-out aides are\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2018\/02\/12\/us\/politics\/trump-white-house-staff-turnover.html\" target=\"_blank\" rel=\"noopener\">eyeing the exits<\/a>, as the mood in the White House is one of numbness and resignation that the president is growing only more emboldened to act on instinct alone.<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">Mr. Trump, a former reality television star, may soon be working with a thinned-out cast in the middle of Season 2, well before the midterm elections. Several high-profile aides, including\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2017\/09\/01\/us\/politics\/john-kelly-trump.html\" target=\"_blank\" rel=\"noopener\">John F. Kelly<\/a>, the president\u2019s chief of staff, and Joe Hagin, a deputy of Mr. Kelly\u2019s, are said to be thinking about how much longer they can stay. Last week, Mr. Kelly told visiting senators that the White House was \u201ca miserable place to work,\u201d according to a person with direct knowledge of the comment.<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">The turnover, which is expected to become an exodus after the November elections, does not worry the president, several people close to him said. He has grown comfortable with removing any barriers that might challenge him \u2014 including, in some cases, people who have the wrong chemistry or too frequently say no to him.<\/p>\n<\/div>\n<\/div>\n<div class=\"css-18sbwfn\">\n<div class=\"css-1h6whtw\">\n<p class=\"css-1i0edl6 e2kc3sl0\">Mr. Trump, who\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2018\/03\/01\/us\/politics\/trump-chaos-oval-office.html\" target=\"_blank\" rel=\"noopener\">desires a measure of chaos<\/a>\u00a0at all times, is reveling in the effects of his own mercurial decision-making, the people said.<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">Stephen K. Bannon, the president\u2019s former chief strategist, said in an interview that Mr. Trump\u2019s love of conflict had driven his approach to the presidency. \u201cThis is how he won,\u201d Mr. Bannon said. \u201cThis is how he governs, and this is his \u2018superpower.\u2019 Drama, action, emotional power.\u201d<\/p>\n<div class=\"InlineMessage-inline--2ysnq\">\n<div class=\"css-10klw3m optimizelyOK vi_inline\"><\/div>\n<\/div>\n<p class=\"css-1i0edl6 e2kc3sl0\">Mr. Trump believes that he is gaining ground by trying to set the terms of news coverage around a number of issues affecting his White House, according to interviews with a dozen White House advisers, former aides and people close to the president. He has repeatedly promoted his performance at the one-year and 500-day milestones of his term, sowed confusion about\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2018\/05\/03\/us\/politics\/trump-cohen-payment-legal-issues.html\" target=\"_blank\" rel=\"noopener\">his knowledge of hush payments<\/a>\u00a0to a pornographic film actress, and disparaged the special counsel\u2019s Russia investigation, as well as railed against trade imbalances and scored\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2018\/06\/09\/us\/politics\/trump-north-korea.html\" target=\"_blank\" rel=\"noopener\">a once-unthinkable meeting with the North Korean leader<\/a>, to be held Tuesday in Singapore.<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">His daily torrent of Twitter posts about the Russia inquiry, interpreted by his critics as distress signals, is more often than not a sign that he is less worried about the consequences of using the blunt force of his platform to fight back, according to three advisers.<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">People who did not work with Mr. Trump before the White House see his behavior as deteriorating; people who have worked for and with him for years say he has never changed, and there are simply fewer people around giving him a level of cover.<\/p>\n<\/div>\n<aside class=\"css-14jsv4e\">\n<div class=\"css-z3qape ek9z99y2\"><\/div>\n<\/aside>\n<\/div>\n<div class=\"css-18sbwfn\">\n<div class=\"css-1h6whtw\">\n<p class=\"css-1i0edl6 e2kc3sl0\">\u201cTrump understands the overwhelming power of modern mass communications,\u201d Mr. Bannon added. \u201cTrump gets what the media itself has forgotten about themselves.\u201d<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">The president, whose view of executive power has often crashed into the realities of Washington, is now focused on flexing what muscles he can \u2014 including issuing\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2018\/05\/31\/us\/politics\/dsouza-pardon.html\" target=\"_blank\" rel=\"noopener\">a series of pardons<\/a>\u00a0and repeatedly suggesting\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2017\/07\/22\/us\/politics\/donald-trump-jeff-sessions.html\" target=\"_blank\" rel=\"noopener\">he has the power to deliver one to himself<\/a>\u00a0\u2014 and making decisions that do not require him to build coalitions of support. He now dictates to aides what he would like to see happen, as opposed to seeking a range of views, as predecessors may have done, people close to him say.<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">In one example, John R. Bolton, the national security adviser, has mostly followed the president\u2019s lead instead of making efforts to maintain detailed briefings for him. Mr. Bolton has not won his way into Mr. Trump\u2019s inner circle, particularly after\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2018\/04\/29\/us\/politics\/bolton-libya-north-korea-trump.html\" target=\"_blank\" rel=\"noopener\">comparing North Korea to Libya<\/a>. (That country\u2019s former leader Col. Muammar el-Qaddafi gave up his pursuit of nuclear weapons, and was later killed during an uprising.)<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">Rather than trusting the people around him, Mr. Trump has taken to working the phones more aggressively to seek counsel from outside voices, particularly two of his longest-serving advisers \u2014 Corey Lewandowski, his first campaign manager, and his longtime friend David Bossie.<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">Among the president\u2019s other confidants is Scott Pruitt, the administrator of the Environmental Protection Agency. Mr. Trump has dismissed the advice of several aides who have tried to persuade him to fire Mr. Pruitt in light of\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2018\/04\/18\/climate\/scott-pruitt-epa-investigations-guide.html\" target=\"_blank\" rel=\"noopener\">the growing questions about misuse of his authority<\/a>. Kathryn Dunn Tenpas, a senior fellow at the Brookings Institution who has studied White House turnover over the last six administrations, said\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.brookings.edu\/research\/why-is-trumps-staff-turnover-higher-than-the-5-most-recent-presidents\/\" target=\"_blank\" rel=\"noopener\">that Mr. Trump\u2019s staff turnover<\/a>\u00a0sat at 51 percent. By the time of the midterms, Mr. Trump \u2014 who, Ms. Tenpas said, has shown a tendency to move people into new roles rather than hire from the outside \u2014 will lead an emptier White House than his predecessors had.<\/p>\n<\/div>\n<\/div>\n<div class=\"css-18sbwfn\">\n<div class=\"css-1h6whtw\">\n<p class=\"css-1i0edl6 e2kc3sl0\">Mr. Trump\u2019s reliance on outside advisers, she said, also signals an \u201cemasculation\u201d of the chief of staff in the White House, who is meant to serve as the president\u2019s confidant and gatekeeper.<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">\u201cIt seems as though Chief of Staff Kelly is losing power by the day,\u201d Ms. Tenpas said. \u201cIt\u2019s almost like a battery that\u2019s draining. I\u2019ve not seen any presidency operate effectively without putting somebody in there that you respect and you can trust.\u201d<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">Mr. Kelly, several West Wing advisers say, is beaten down. His newly named deputy chief of staff, Zachary Fuentes, a young former military aide with no political experience, has earned the mocking title of \u201cdeputy president\u201d over his behavior as a proxy for Mr. Kelly. But Mr. Kelly has developed an uneasy truce with the president, and he is among those traveling abroad with Mr. Trump this week.<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">Back at the White House, one of Mr. Kelly\u2019s deputies, Mr. Hagin, whose connections to the Republican establishment have been a target of Mr. Trump\u2019s outside advisers, is looking for a way out: He is said to be considering departing for a high-ranking job at the C.I.A.,\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.washingtonpost.com\/politics\/joseph-hagin-point-person-on-korea-summit-plans-to-leave-white-house-soon\/2018\/06\/06\/f018e110-69d9-11e8-bf8c-f9ed2e672adf_story.html?noredirect=on&amp;utm_term=.ddf53b93a99e\" target=\"_blank\" rel=\"noopener\">according to The Washington Post<\/a>.<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">Chris Whipple, author of \u201cThe Gatekeepers,\u201d a history of White House chiefs of staff, said in an interview that the president was taking the wrong lessons from his time in office.<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">\u201cThe lesson of the first year and a half of the White House is not that the president needs fewer guardrails,\u201d Mr. Whipple said. \u201cHe needs more. There\u2019s a huge difference between confidence and competence.\u201d<\/p>\n<\/div>\n<\/div>\n<div class=\"css-18sbwfn\">\n<div class=\"css-1h6whtw\">\n<p class=\"css-1i0edl6 e2kc3sl0\">As Mr. Kelly has receded from some of the managerial aspects of his job, a series of fiefs and empire-building efforts have sprouted in the areas of trade and national security. Without\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2018\/03\/06\/us\/politics\/gary-cohn-resigns.html\" target=\"_blank\" rel=\"noopener\">Gary D. Cohn<\/a>, the process-focused former director of the National Economic Council, at the White House, the Treasury secretary, Steven Mnuchin, has tried to attain more power as the council\u2019s staff has dwindled.<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">Even as his administration faces a series of diplomatic high-wire acts, including persuading Kim Jong-un, the North Korean leader, to give up his nuclear arsenal, Mr. Trump has remained fixated on leaks back home. He has recently pitted aides against one another in his search to find those who may be disloyal.<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">\u201cIs he the leaker? Is she the leaker?\u201d Mr. Trump asks visitors to the Oval Office, or outside advisers he talks to on the phone, whenever the names of specific staff members come up.<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">Some aides have sought to stoke the president\u2019s fears about leaks, trying to identify people who could be disloyal: At least one senior aide is dropping inaccurate stories into the West Wing rumor mill to identify people who speak to reporters.<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">The communications office is likely to lose several staff members, some voluntarily but most at the request of a president who\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2018\/05\/17\/us\/politics\/white-house-leaks.html\" target=\"_blank\" rel=\"noopener\">often complains<\/a>\u00a0that he has the biggest communications team and still gets terrible press.<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">On other issues, including trade \u2014 which\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2018\/06\/08\/us\/politics\/trump-russia-g7-readmitted-tariffs.html\" target=\"_blank\" rel=\"noopener\">roiled the Group of 7 summit meeting<\/a>\u00a0on Friday and Saturday, and which people close to the White House say will define the rest of the president\u2019s second year \u2014 Mr. Trump has ignored the warnings of some advisers and has instead sought out people who will find ways to get done what he wants accomplished.<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">When the president could not quickly enlist the support of Robert E.
