Aides attributed his outburst over the weekend to his feeling undercut as he prepared to\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2018\/06\/10\/world\/asia\/kim-jong-un-trump-north-korea-singapore.html?rref=collection%2Fsectioncollection%2Fworld&amp;action=click&amp;contentCollection=world&amp;region=rank&amp;module=package&amp;version=highlights&amp;contentPlacement=1&amp;pgtype=sectionfront\" target=\"_blank\" rel=\"noopener\">meet with the North Korean leader, Kim Jong-un<\/a>, while critics said he had stiff-armed his friends at the expense of a unified front.<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">Whether Mr. Kim sees Mr. Trump\u2019s combative approach as a sign of strength or weakness, the rupture with other major powers was sure to shadow the session between the two in Singapore on Tuesday, the first time leaders of the United States and North Korea will have met in person. Mr. Trump\u2019s strategy for pressuring Mr. Kim to give up his nuclear weapons has depended on isolating North Korea, but he arrived in Singapore looking isolated himself.<\/p>\n<\/div>\n<\/div>\n<div class=\"css-18sbwfn\">\n<div class=\"css-1h6whtw\">\n<p class=\"css-1i0edl6 e2kc3sl0\">\u201cI\u2019ve never seen anything like this,\u201d said Robert D. Hormats, who advised Republican and Democratic presidents at a dozen Group of 7 summit meetings, starting at the first in Rambouillet, France, in 1975, when it was still the Group of 6. \u201cThe irony is this institution that was designed largely by the United States was really designed to shore up alliances and political relationships and resolve economic issues. This just served to do the opposite of that.\u201d<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">The latest meeting, held in Canada, was tense amid disputes over trade, security and other issues. But after negotiators for all seven countries crafted a final communiqu\u00e9 that even the reluctant American delegation agreed to, Mr. Trump abruptly\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/twitter.com\/realDonaldTrump\/status\/1005586152076689408\" target=\"_blank\" rel=\"noopener\">lashed out on Twitter<\/a>\u00a0from Air Force One on Saturday night.<\/p>\n<div class=\"InlineMessage-inline--2ysnq\">\n<div class=\"css-10klw3m optimizelyOK vi_inline\">\u00a0<span style=\"font-family: -apple-system, BlinkMacSystemFont, 'Segoe UI', Roboto, Oxygen-Sans, Ubuntu, Cantarell, 'Helvetica Neue', sans-serif;\">He refused to sign the communiqu\u00e9, blaming Mr. Trudeau for making \u201cfalse statements\u201d at an end-of-summit news conference, and called the Canadian leader \u201c<\/span><a class=\"css-1g7m0tk\" style=\"font-family: -apple-system, BlinkMacSystemFont, 'Segoe UI', Roboto, Oxygen-Sans, Ubuntu, Cantarell, 'Helvetica Neue', sans-serif;\" title=\"\" href=\"https:\/\/twitter.com\/realDonaldTrump\/status\/1005586562959093760\" target=\"_blank\" rel=\"noopener\">dishonest &amp; weak<\/a><span style=\"font-family: -apple-system, BlinkMacSystemFont, 'Segoe UI', Roboto, Oxygen-Sans, Ubuntu, Cantarell, 'Helvetica Neue', sans-serif;\">.\u201d<\/span><\/div>\n<\/div>\n<p class=\"css-1i0edl6 e2kc3sl0\">By Sunday morning, Mr. Trump\u2019s aides were adding fire to the attack on Mr. Trudeau. Larry Kudlow, the president\u2019s economic adviser, said Mr. Trudeau\u2019s comments were \u201ca betrayal\u201d and that he had \u201cstabbed us in the back.\u201d Mr. Trump \u201cis not going to let a Canadian prime minister push him around,\u201d Mr. Kudlow said on\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.cnn.com\/2018\/06\/10\/politics\/larry-kudlow-donald-trump-justin-trudeau\/index.html\" target=\"_blank\" rel=\"noopener\">CNN\u2019s \u201cState of the Union\u201d program<\/a>, adding, \u201cHe is not going to permit any show of weakness on the trip to negotiate with North Korea.\u201d<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">Peter Navarro, the president\u2019s trade adviser, was even harsher. \u201cThere\u2019s a special place in hell for any foreign leader that engages in bad-faith diplomacy with President Donald J. Trump and then tries to stab him in the back on the way out the door,\u201d Mr. Navarro\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/twitter.com\/FoxNewsSunday\/status\/1005822143328710661\" target=\"_blank\" rel=\"noopener\">said on \u201cFox News Sunday.\u201d<\/a><\/p>\n<\/div>\n<aside class=\"css-14jsv4e\">\n<div class=\"css-z3qape ek9z99y2\"><\/div>\n<\/aside>\n<\/div>\n<div id=\"story-ad-2-wrapper\" class=\"ResponsiveAd-flexFrame--1PVri ResponsiveAd-storyBodyAd--35v2w\">\n<div class=\"ad story-ad-2-wrapper\">\n<div id=\"story-ad-2\" data-google-query-id=\"CIDqw4y1ytsCFRq6yAodBFsM4w\">\n<div id=\"google_ads_iframe_\/29390238\/nyt\/us\/politics_5__container__\"><\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"css-18sbwfn\">\n<div class=\"css-1h6whtw\">\n<p class=\"css-1i0edl6 e2kc3sl0\">Left unclear was what exactly Mr. Trudeau had said that so offended Mr. Trump. During his Saturday\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.c-span.org\/video\/?446782-1\/prime-minister-trudeau-vows-retaliatory-tariffs-us\" target=\"_blank\" rel=\"noopener\">news conference<\/a>, the prime minister was relatively measured but repeated his position that Canada \u201cwill not be pushed around\u201d and would respond to American tariffs with tariffs of its own.<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">Mr. Trudeau on Sunday publicly ignored the dispute, instead hailing \u201cthe historic and important agreement\u201d that \u201cwill help make our economies stronger &amp; people more prosperous,\u201d as\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/twitter.com\/JustinTrudeau\/status\/1005832327258431488\" target=\"_blank\" rel=\"noopener\">he wrote<\/a>\u00a0on Twitter.<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">But his foreign minister, Chrystia Freeland, told reporters that if anyone should be insulted, it was Canada, because Mr. Trump had cited a national security justification for his tariffs on steel and aluminum. \u201cThe national security pretext is absurd and frankly insulting to Canadians, the closest and strongest ally the United States has had,\u201d she said. \u201cThat is where the insult lies.\u201d<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">As for the comments by Mr. Trump\u2019s aides, she said, \u201cCanada does not believe that ad hominem attacks are a particularly appropriate or useful way to conduct our relations with other countries.\u201d<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">Roland Paris, a former foreign affairs adviser to Mr. Trudeau, went further. \u201cBig tough guy once he\u2019s back on his airplane,\u201d\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/twitter.com\/rolandparis\/status\/1005593544629760000\" target=\"_blank\" rel=\"noopener\">he wrote<\/a>\u00a0on Twitter. \u201cCan\u2019t do it in person, and knows it, which makes him feel week. So he projects these feelings onto Trudeau and then lashes out at him. You don\u2019t need to be Freud. He\u2019s a pathetic little man-child.&#8221;<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">Other members of the Group of 7 stood with Canada against Mr. Trump.<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">\u201cInternational cooperation can\u2019t depend on anger and small words,\u201d France\u2019s \u00c9lys\u00e9e Palace said in a statement. \u201cLet\u2019s be serious and worthy of our people. We spent two days obtaining a draft and commitments. We stick to it. And anyone who leaves and turns their back on them shows their inconsistency.\u201d<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">Prime Minister Theresa May of Britain issued a statement through an aide saying she was \u201cfully supportive of Justin Trudeau.\u201d The German foreign minister, Heiko Maas, on Sunday called on European nations to stick together following Mr. Trump\u2019s announcement.<\/p>\n<\/div>\n<\/div>\n<div class=\"css-18sbwfn\">\n<div class=\"css-1h6whtw\">\n<p class=\"css-1i0edl6 e2kc3sl0\">\u201cIt\u2019s actually not a real surprise,\u201d Mr. Maas told reporters in Berlin. \u201cWe have seen this with the climate agreement or the Iran deal. In a matter of seconds, you can destroy trust with 280 Twitter characters. To build that up again will take much longer.\u201d<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">Mr. Trump never really wanted to attend the Group of 7 meeting, but aides pressed him to go even as they feared it would be a disaster because he was being forced to do something he did not want to do. He rebelled by showing up late and leaving early.<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">During closed-door meetings, Mr. Trump largely listened through most issues, firmly crossing his arms and swiveling a bit in his seat, according to people who were in the room. At points, he looked around trying to catch the eyes of others, as if looking for reassurance, the witnesses said. Some smiled back; others did not.<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">He arrived 18 minutes late for a Saturday session on gender equality and did not bother putting his headphones on for translation when President Emmanuel Macron of France spoke. At some points, Mr. Trump closed his eyes in what people in the room took to mean he was dozing off.<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">But he came alive whenever trade was mentioned, mocking and insulting other leaders, particularly Mr. Trudeau, Mr. Macron and Chancellor Angela Merkel of Germany, according to the witnesses. Ms. Merkel was clearly not happy but largely kept quiet, evidently not wanting to provoke more conflict. Mr. Trump\u2019s conversation was described by European officials as stream of consciousness, filled with superlatives but not following a linear argument.<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">Negotiators worked late Friday night to craft a statement that all seven leaders could sign. Mr. Trump\u2019s delegation objected to the term \u201crules-based international order\u201d until negotiators compromised by expressing support for \u201ca\u201d rules-based order rather than \u201cthe\u201d rules-based order.<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">In a section on trade, the Americans insisted on using the word \u201creciprocal,\u201d one of Mr. Trump\u2019s favorite terms. They compromised by expressing support for \u201ccreating reciprocal benefits.\u201d They did not refer directly to the Iran nuclear agreement, which Mr. Trump just pulled out of, but the Europeans included a reference to the United Nations Security Council resolution that endorsed the deal.<\/p>\n<\/div>\n<aside class=\"css-14jsv4e\"><\/aside>\n<\/div>\n<div id=\"story-ad-4-wrapper\" class=\"ResponsiveAd-storyBodyAd--35v2w\">\n<div id=\"story-ad-4-slug\" class=\"ResponsiveAd-adSlug--3H3QM\"><\/div>\n<div class=\"ad story-ad-4-wrapper\">\n<div id=\"story-ad-4\"><\/div>\n<\/div>\n<\/div>\n<div class=\"css-18sbwfn\">\n<div class=\"css-1h6whtw\">\n<p class=\"css-1i0edl6 e2kc3sl0\">The negotiators included agree-to-disagree language on climate change and on an international commitment to reduce plastics in the world. And then the statement was released on Saturday night, only to have Mr. Trump disavow it. Mrs. May learned only as her helicopter arrived at the airport for her to board her plane to return to London.<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">\u201cIt started out as a good summit because we were actually talking to each other, instead of past each other,\u201d said Peter Beyer, the German government\u2019s coordinator on trans-Atlantic relations. But he added, \u201cIt looks like the U.S. is no longer a reliable partner in international agreements, and that\u2019s bad.\u201d<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">Josef Braml of the German Council on Foreign Relations said Mr. Trump considered diplomacy a waste of time. \u201cHe is about to destroy what\u2019s left of the liberal world order because he thinks rules and institutions help America\u2019s rivals, China and Europe,\u201d he said.<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">Laurence Nardon, director of the North American program at the French Institute of International Relations in Paris, said Mr. Trump\u2019s behavior was a negotiation trick. \u201cIt\u2019s like when a person leaves the room and slams the door, but is hoping the other person will run after them and follow them into the corridor,\u201d she said.<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">In Washington, Democrats and some Republicans were upset at the outcome. But Mr. Trump received support from a few Republicans.<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">Representative Tom Cole, Republican of Oklahoma, called some comments by Mr. Trump\u2019s aides \u201ca little over the top\u201d but faulted Mr. Trudeau for taking \u201cshots after the G-7 on the eve of an American president sitting down with North Korea.\u201d<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">Representative Peter T. King, Republican of New York, called the episode a \u201cwarning shot to Kim Jong-un\u201d in keeping with Mr. Trump\u2019s approach to negotiations. \u201cThis is the Trump style of getting things done,\u201d he said. As to the wisdom of such a public clash, he said, \u201cIt depends on how it turns out.
