Craft III, second from left, has lobbied the Environmental Protection Agency, he has maintained a close relationship with its chief, Scott Pruitt, center.<\/span><span class=\"ResponsiveMedia-credit--3F-q_ media-credit--3-06U\"><span class=\"accessibility-visuallyHidden--OUeHR\">Credit<\/span>Eric Vance\/US Environmental Protection Agency<\/span><\/figcaption><\/figure>\n<div class=\"css-30n6iy e345g290\">\n<div class=\"css-acwcvw\">\n<div class=\"css-1dqif6f e1hs04dy0\">\n<div class=\"css-1baulvz\">\n<p class=\"css-1cbhw1y e1x1pwtg1\"><span style=\"font-family: -apple-system, BlinkMacSystemFont, 'Segoe UI', Roboto, Oxygen-Sans, Ubuntu, Cantarell, 'Helvetica Neue', sans-serif;\">LEXINGTON, Ky. \u2014 It was one of the biggest games of the University of Kentucky basketball season, and Scott Pruitt had scored two of the best seats in the arena: a few feet from the action, in a section reserved for season-ticket holders who had donated at least $1 million to the university.<\/span><\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/header>\n<div class=\"css-18sbwfn\">\n<div class=\"css-1h6whtw\">\n<p class=\"css-1tyen8a e2kc3sl0\">The special access for Mr. Pruitt,\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.documentcloud.org\/documents\/4491504-The-Coal-Baron-and-the-EPA-Administrator-a-Look.html#document\/p105\/a427068\" target=\"_blank\" rel=\"noopener\">the administrator of the Environmental Protection Agency<\/a>, also included watching from the players\u2019 entrance as the team streamed onto the court, and\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.documentcloud.org\/documents\/4491504-The-Coal-Baron-and-the-EPA-Administrator-a-Look.html#document\/p108\/a427076\" target=\"_blank\" rel=\"noopener\">posing for a photo<\/a>\u00a0with a star player in the locker room area.<\/p>\n<p class=\"css-1tyen8a e2kc3sl0\">But there was more to the game last December than a superfan experience for Mr. Pruitt and his son, who joined him. They sat in seats belonging to Joseph W. Craft III, a billionaire coal executive who has engaged in an aggressive campaign to reverse the Obama administration\u2019s environmental crackdown on the coal industry. Mr. Craft and his wife donated more than $2 million to support President Trump\u2019s candidacy and inauguration.<\/p>\n<p class=\"css-1tyen8a e2kc3sl0\">Mr. Pruitt\u2019s attendance at the game, the details of which have not been previously reported, followed a year of regulatory victories for Mr. Craft, who maintains close ties to Mr. Pruitt even as he has lobbied the E.P.A. on issues important to his company,\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"http:\/\/www.arlp.com\/\" target=\"_blank\" rel=\"noopener\">Alliance Resource Partners<\/a>. And unlike other executives with whom Mr. Pruitt is known to have close ties \u2014 like the oilman Harold Hamm or the coal mogul Robert E. Murray \u2014 Mr. Craft has stayed relatively under the radar.<\/p>\n<\/div>\n<\/div>\n<div class=\"css-18sbwfn\">\n<div class=\"css-1h6whtw\">\n<p class=\"css-1tyen8a e2kc3sl0\">A major contributor to Mr. Pruitt\u2019s campaigns in Oklahoma when Mr. Pruitt served in state government, Mr. Craft saw Mr. Pruitt at least seven times during his first 14 months at the E.P.A., agency records and emails show, and they were scheduled to appear together on at least two other occasions. That is more than Mr. Pruitt has met with representatives of any environmental group.<\/p>\n<p class=\"css-1tyen8a e2kc3sl0\">The relationship is so close that\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.documentcloud.org\/documents\/4491504-The-Coal-Baron-and-the-EPA-Administrator-a-Look.html#document\/p84\/a427063\" target=\"_blank\" rel=\"noopener\">the two men trade text messages<\/a>, with Mr. Craft proposing in one July 2017 exchange a possible \u201clong-awaited\u201d dinner and another visit with his company\u2019s executives.<\/p>\n<\/div>\n<aside class=\"css-14jsv4e\"><\/aside>\n<\/div>\n<div class=\"EmbeddedIframe-MEDIUM--2Doaq\">\n<div class=\"EmbeddedIframe-embedded--dbTIM styles-embeddedInteractive--2frSu styles-sizeMediumInteractive--3izvz\" data-id=\"100000005932403\" data-slug=\"pruitt-craft-meetings\"><iframe loading=\"lazy\" class=\"Iframe-iframe--2FL4W\" src=\"https:\/\/www.nytimes.com\/interactive\/2017\/admin\/100000005932403.embedded.html?\" width=\"100%\" height=\"786\" frameborder=\"0\" scrolling=\"no\" data-mce-fragment=\"1\"><\/iframe><\/div>\n<\/div>\n<div class=\"css-18sbwfn\">\n<div class=\"css-1h6whtw\">\n<p class=\"css-1tyen8a e2kc3sl0\">It has been an auspicious turnaround for Alliance and for Mr. Craft, who in nearly four decades in the coal industry had felt unwelcome at the E.P.A., apparently never even setting foot in the agency\u2019s headquarters, one executive\u00a0<a class=\"css-1g7m0tk\" title=\"America First Energy Conference\" href=\"https:\/\/www.youtube.com\/watch?v=IUJQw5GwYc0\" target=\"_blank\" rel=\"noopener\">told an energy conference last November<\/a>.<\/p>\n<p class=\"css-1tyen8a e2kc3sl0\">Mr. Pruitt\u2019s mostly behind-the-scenes relationship with Mr. Craft is emblematic of his unorthodox approach to leading the E.P.A., where he often blurs the lines between personal and official relationships and has created the impression at times that he does the bidding of the industries the agency regulates. As administrator, he has become the subject of\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2018\/04\/18\/climate\/scott-pruitt-epa-investigations-guide.html\" target=\"_blank\" rel=\"noopener\">a dozen ethical and other investigations<\/a>, including several focused on his ties to lobbyists and others with business before his agency.<\/p>\n<\/div>\n<\/div>\n<div class=\"css-18sbwfn\">\n<div class=\"css-1h6whtw\">\n<p class=\"css-1tyen8a e2kc3sl0\">In October, Mr. Pruitt traveled to\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.documentcloud.org\/documents\/4491504-The-Coal-Baron-and-the-EPA-Administrator-a-Look.html#document\/p90\/a427066\" target=\"_blank\" rel=\"noopener\">Mr. Craft\u2019s childhood hometown<\/a>, Hazard, Ky., where, with Mr. Craft in the audience, he announced the repeal of the\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2017\/10\/10\/climate\/epa-clean-power-plan.html\" target=\"_blank\" rel=\"noopener\">Clean Power Plan<\/a>, an Obama-era policy to curb greenhouse gas emissions from power plants. A month earlier, Mr. Pruitt postponed enforcement of a rule barring coal-powered plants from\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.documentcloud.org\/documents\/4491504-The-Coal-Baron-and-the-EPA-Administrator-a-Look.html#document\/p86\/a427064\" target=\"_blank\" rel=\"noopener\">dumping toxic metals into rivers<\/a>, a move requested by a coal industry group with Mr. Craft on its board.<\/p>\n<p class=\"css-1tyen8a e2kc3sl0\">Emails and schedules show that Mr. Craft and Mr. Pruitt\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.documentcloud.org\/documents\/4491504-The-Coal-Baron-and-the-EPA-Administrator-a-Look.html#document\/p48\/a427077\" target=\"_blank\" rel=\"noopener\">planned to meet<\/a><a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.documentcloud.org\/documents\/4491504-The-Coal-Baron-and-the-EPA-Administrator-a-Look.html#document\/p48\/a427077\" target=\"_blank\" rel=\"noopener\">at the Ritz-Carlton resort<\/a>\u00a0in Naples, Fla., for a gathering of the National Mining Association\u2019s board of directors. Mr. Pruitt even\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.documentcloud.org\/documents\/4491504-The-Coal-Baron-and-the-EPA-Administrator-a-Look.html#document\/p59\/a427056\" target=\"_blank\" rel=\"noopener\">met with the board of Mr. Craft\u2019s company<\/a>\u00a0in a private dining room at the Trump International Hotel near the White House, according to schedules and emails made public by the E.P.A. in response to records requests.<\/p>\n<p class=\"css-1tyen8a e2kc3sl0\">There was no mention on\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.documentcloud.org\/documents\/4491504-The-Coal-Baron-and-the-EPA-Administrator-a-Look.html#document\/p109\/a427070\" target=\"_blank\" rel=\"noopener\">Mr. Pruitt\u2019s official calendar<\/a>\u00a0of the Kentucky basketball game outing, but it was documented in photos and video footage, as well as university communications obtained by The New York Times through public records requests. An email from the E.P.A. ethics office approving in advance the purchase of the tickets said that payment would be made by check, but since it was a cash transaction, there is no receipt.<\/p>\n<p class=\"css-1tyen8a e2kc3sl0\">\u201cAdministrator Pruitt and Joe Craft are longtime friends,\u201d Mr. Wilcox said. He did not respond to follow-up questions about why Mr. Pruitt paid in cash.<\/p>\n<\/div>\n<\/div>\n<div class=\"css-18sbwfn\">\n<div class=\"css-1h6whtw\">\n<p class=\"css-1tyen8a e2kc3sl0\">Mr. Craft gained access to the tickets as a\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/ukathletics.com\/news\/2016\/10\/21\/580a40bee4b0a2a187d869b4_131467809737250860.aspx\" target=\"_blank\" rel=\"noopener\">major financial backer<\/a>\u00a0of the university, having donated more than $10 million to the school to help build basketball and football training facilities, both of which bear his name. His wife, Kelly Knight Craft, was previously a trustee of the university and a prolific Republican fund-raiser until she was appointed by Mr. Trump last year as United States ambassador to Canada.<\/p>\n<p class=\"css-1tyen8a e2kc3sl0\">Mr. Craft, 67, and Mr. Pruitt, 50, have deep ties to Kentucky. Mr. Pruitt, who was born and raised in the state, briefly played baseball at the University of Kentucky on a scholarship; Mr. Craft, also a Kentucky native, earned both his undergraduate and law degrees from the university. Both men later advanced their professional lives in Oklahoma, where Alliance has its corporate headquarters and where Mr. Pruitt served as a Republican state lawmaker and attorney general before joining the Trump administration.<\/p>\n<p class=\"css-1tyen8a e2kc3sl0\">The two met in Oklahoma in the mid-2000s, Mr. Lovell said, when Mr. Pruitt sought out the coal executive after his hearing about his connection to Kentucky sports. Mr. Craft owns a mansion in Tulsa about a mile from Mr. Pruitt\u2019s home.<\/p>\n<p class=\"css-1tyen8a e2kc3sl0\">Their targeting of the Obama-era controls imposed on the coal industry has angered environmentalists, who praised efforts by the E.P.A. under the Obama administration to reduce lead and other toxic substances in power plant emissions, while also addressing climate change concerns related to carbon dioxide releases.<\/p>\n<p class=\"css-1tyen8a e2kc3sl0\">\u201cThe slash-and-burn approach Pruitt is taking to regulation may not materially affect outcomes in the coal industry,\u201d said Tom FitzGerald, director of the Kentucky Resources Council, an environmental advocacy group. \u201cBut it\u2019s not going to stop them from trying in the short term, health and safety be damned.\u201d<\/p>\n<p class=\"css-1tyen8a e2kc3sl0\">Coal companies have welcomed what they consider a sea change in the federal government\u2019s approach to balancing business interests with environmental protections. The industry, a shadow of its former self in terms of production and employment, views the Trump administration as offering it an overdue lifeline.<\/p>\n<p class=\"css-1tyen8a e2kc3sl0\">\u201cThe fact that industry no longer has an adversary in its government, and specifically at the E.P.A., is a huge step forward in common-sense regulation,\u201d said Ashley Burke, a spokeswoman for the National Mining Association.<\/p>\n<\/div>\n<\/div>\n<div class=\"css-18sbwfn\">\n<div class=\"css-1h6whtw\">\n<p class=\"css-1tyen8a e2kc3sl0\">Mr. Lovell said that while Alliance welcomed the changes Mr. Pruitt had brought to the E.P.A., the coal company had not been treated differently from its industry peers.<\/p>\n<p class=\"css-1tyen8a e2kc3sl0\">\u201cWe did not receive any special treatment from the E.P.A.,\u201d Mr. Lovell said.<\/p>\n<h2 class=\"css-a69cfq eqpy7av0\">A Friend at the E.P.A.<\/h2>\n<p class=\"css-1tyen8a e2kc3sl0\">For years, coal companies have struggled with the industry\u2019s decline.<\/p>\n<p class=\"css-1tyen8a e2kc3sl0\">There has been a fundamental shift in the way electricity is generated in the United States, with cleaner energy sources such as natural gas, wind and solar power ascendant. Citing costs to coal facilities, the industry has asked the E.P.A. to roll back Obama-era rules on water pollution, climate change, coal ash and air pollution.<\/span><span class=\"css-vg01wm e18m0s9i0\"><span class=\"css-1ly73wi e1afaoz0\">Credit<\/span>Luke Sharrett for The New York Times<\/span><\/figcaption><\/figure>\n<div class=\"css-18sbwfn\">\n<div class=\"css-1h6whtw\">\n<p class=\"css-1tyen8a e2kc3sl0\">Since 2010, 628 coal-burning units at power plants in 43 states \u2014 totaling almost 115,000 megawatts of electrical capacity, roughly equivalent to the entire electricity supply of Texas \u2014 have closed or are scheduled to,\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"http:\/\/www.americaspower.org\/wp-content\/uploads\/2018\/05\/Coal-Unit-Retirements-May-2018.pdf\" target=\"_blank\" rel=\"noopener\">according to an industry count<\/a>.<\/p>\n<p class=\"css-1tyen8a e2kc3sl0\">But with the arrival of the Trump administration, Alliance Resource Partners, the country\u2019s\u00a0<a class=\"css-1g7m0tk\" title=\"Government ranking of coal companies\" href=\"https:\/\/www.eia.gov\/coal\/annual\/pdf\/table10.pdf\" target=\"_blank\" rel=\"noopener\">seventh-largest coal mining company<\/a>, and many others in the industry sounded the alarm \u2014 and ever since have directed their efforts at getting Mr. Pruitt to intervene on their behalf.<\/p>\n<p class=\"css-1tyen8a e2kc3sl0\">\u201cIt is critically important to preserve the fleet of existing coal-fired power plants,\u201d the American Coalition for Clean Coal Electricity, an industry group where Mr. Craft is a board member and a past chairman, said in\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.documentcloud.org\/documents\/4491504-The-Coal-Baron-and-the-EPA-Administrator-a-Look.html#document\/p115\/a427073\" target=\"_blank\" rel=\"noopener\">a letter in April<\/a>\u00a0to the E.P.A.<\/p>\n<\/div>\n<\/div>\n<div class=\"css-18sbwfn\">\n<div class=\"css-1h6whtw\">\n<p class=\"css-1tyen8a e2kc3sl0\">When Mr. Pruitt\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2017\/10\/09\/climate\/clean-power-plan.html\" target=\"_blank\" rel=\"noopener\">announced the repeal<\/a>\u00a0of the Clean Power Plan last October, miners in attendance cheered as he declared, \u201cThe war on coal is over.\u201d<\/p>\n<p class=\"css-1tyen8a e2kc3sl0\">The E.P.A. was no longer in the business of \u201cpicking winners and losers,\u201d he added, a reference to the Obama-era restrictions that the industry has argued put coal producers at a disadvantage.<\/p>\n<p class=\"css-1tyen8a e2kc3sl0\">In the audience, Mr. Craft spoke glowingly about the new direction. \u201cIt gives us the opportunity to protect the coal fleet,\u201d he\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.facebook.com\/ekbnewsnow\/videos\/685052265036885\/\" target=\"_blank\" rel=\"noopener\">told a local broadcaster<\/a>.<\/p>\n<p class=\"css-1tyen8a e2kc3sl0\">As the industry has retreated in recent years \u2014 total employment was\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/data.bls.gov\/timeseries\/CES1021210001\" target=\"_blank\" rel=\"noopener\">just over 50,000 in January<\/a>, down from 90,000 in 2012 \u2014 Alliance has fared better than most. As of December, it had 3,321 full-time employees at its headquarters and eight mines in Illinois, Indiana, Kentucky and West Virginia.<\/p>\n<p class=\"css-1tyen8a e2kc3sl0\">The company increased production last year\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.documentcloud.org\/documents\/4491504-The-Coal-Baron-and-the-EPA-Administrator-a-Look.html#document\/p24\/a426941\" target=\"_blank\" rel=\"noopener\">by nearly 7 percent<\/a>, in part because it specializes in a relatively cheap, high-sulfur coal that can be scrubbed with existing pollution controls at most power plants.<\/p>\n<p class=\"css-1tyen8a e2kc3sl0\">\u201cThey\u2019ve chosen some good mines, so their costs are not being driven up like others,\u201d said Tom Sanzillo, a researcher at the Institute for Energy Economics and Financial Analysis, a clean energy think tank.<\/p>\n<p class=\"css-1tyen8a e2kc3sl0\">Mr. Craft wants to grow even more \u2014 allowing \u201cexisting fleets to expand their capacity,\u201d he said during an earnings call in January 2017, and exporting more coal \u2014 and he moved quickly last year to get Mr. Pruitt on board, according to public records.<\/p>\n<\/div>\n<\/div>\n<div class=\"css-18sbwfn\">\n<div class=\"css-1h6whtw\">\n<p class=\"css-1tyen8a e2kc3sl0\">Mr. Craft sat front and center in Washington as Mr. Trump\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2017\/03\/28\/climate\/trump-executive-order-climate-change.html\" target=\"_blank\" rel=\"noopener\">signed an executive order<\/a>\u00a0in March 2017, unwinding some of the Obama administration\u2019s climate change efforts directed at the coal industry. \u201cYou know what it says, right? You\u2019re going back to work,\u201d the president gushed to a group of miners, a smiling Mr. Pruitt by his side.<\/p>\n<p class=\"css-1tyen8a e2kc3sl0\">The next month, Mr. Craft and his wife were both listed as attending the board meeting of the National Mining Association in Florida, where 100 or so coal industry executives gathered.<\/p>\n<p class=\"css-1tyen8a e2kc3sl0\">\u201cIt will be wonderful to see the Crafts,\u201d Sydney Hupp, then an aide to Mr. Pruitt at the E.P.A., said\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.documentcloud.org\/documents\/4491504-The-Coal-Baron-and-the-EPA-Administrator-a-Look.html#document\/p48\/a427054\" target=\"_blank\" rel=\"noopener\">in an email setting up the event<\/a>.<\/p>\n<p class=\"css-1tyen8a e2kc3sl0\">After Mr. Pruitt spoke to the group, the board backed the Trump administration\u2019s decision to leave the Paris climate agreement. The E.P.A.\u2019s inspector general is investigating an allegation that the board\u2019s decision came at Mr. Pruitt\u2019s request, which could amount to a violation of anti-lobbying laws.<\/p>\n<p class=\"css-1tyen8a e2kc3sl0\">The allegations,\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.politico.com\/story\/2017\/04\/25\/paris-climate-agreement-scott-pruitt-miners-237595\" target=\"_blank\" rel=\"noopener\">first reported by Politico<\/a>, were denied by Ms. Burke, the spokeswoman for the association.<\/p>\n<p class=\"css-1tyen8a e2kc3sl0\">And just two days after the Florida trip, Mr. Pruitt\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.documentcloud.org\/documents\/4491504-The-Coal-Baron-and-the-EPA-Administrator-a-Look.html#document\/p65\/a427078\" target=\"_blank\" rel=\"noopener\">spoke to members of the Alliance board<\/a>\u00a0and other top executives at a restaurant at the Trump hotel in Washington.<\/p>\n<p class=\"css-1tyen8a e2kc3sl0\">Ms. Craft, who helped plan the event, wrote to Mr. Pruitt\u2019s staff the night before. \u201cJoe will be waiting for Scott at the designated entrance,\u201d she said in an email, signing off, \u201cSent by my\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.documentcloud.org\/documents\/4491504-The-Coal-Baron-and-the-EPA-Administrator-a-Look.html#document\/p61\/a427079\" target=\"_blank\" rel=\"noopener\">coal powered iPad<\/a>.\u201d<\/p>\n<\/div>\n<\/div>\n<div class=\"css-18sbwfn\">\n<div class=\"css-1h6whtw\">\n<p class=\"css-1tyen8a e2kc3sl0\">Mr. Wilcox, the E.P.A. spokesman, said that Mr. Pruitt\u2019s appearance had been cleared by agency ethics officials and that he did not eat dinner at the event.<\/p>\n<p class=\"css-1tyen8a e2kc3sl0\">Documents show that Mr. Craft and others in the industry have sought the E.P.A.\u2019s help, particularly in decreasing costs related to air and water pollution controls at coal-powered plants.<\/p>\n<p class=\"css-1tyen8a e2kc3sl0\">The companies have asked the agency to roll back at least eight Obama-era rules regulating water pollution, climate change, coal ash and air pollution, among other measures. Given cheaper alternatives, the plant will probably shut down its coal units in the future, he said.<\/span><span class=\"css-vg01wm e18m0s9i0\"><span class=\"css-1ly73wi e1afaoz0\">Credit<\/span>Luke Sharrett for The New York Times<\/span><\/figcaption><\/figure>\n<div class=\"css-18sbwfn\">\n<div class=\"css-1h6whtw\">\n<p class=\"css-1tyen8a e2kc3sl0\">Alliance\u2019s Warrior Coal mine, which has a contract to supply coal to the Henderson plant, is 30 miles away in western Kentucky, where the stillness of the hills is interrupted by the drone of the mine\u2019s ventilation fan and the occasional movement of rail cars.<\/p>\n<p class=\"css-1tyen8a e2kc3sl0\">To continue burning the coal under current regulations, Henderson must build a $34 million water treatment plant to keep toxic metals from discharging into a nearby river. And it must spend $21 million more to clean up its handling of coal waste \u2014 which now sits in a giant unsightly pond near the plant \u2014 as well as $16 million to overhaul electricity-generating turbines.<\/p>\n<p class=\"css-1tyen8a e2kc3sl0\">\u201cIt certainly doesn\u2019t make sense to keep them operating as is,\u201d said Chris Heimgartner, general manager of the Henderson utility that owns the plant, as steam billowed from the aging dual-stacks in the distance behind him. \u201cThere is just too much cheap energy.\u201d<\/p>\n<\/div>\n<\/div>\n<div class=\"css-18sbwfn\">\n<div class=\"css-1h6whtw\">\n<p class=\"css-1tyen8a e2kc3sl0\">Mr. Craft and other coal industry executives fear this conclusion will mean shutting down the coal-burning furnaces. That\u2019s why, in May last year, they\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.documentcloud.org\/documents\/4491504-The-Coal-Baron-and-the-EPA-Administrator-a-Look.html#document\/p68\/a427059\" target=\"_blank\" rel=\"noopener\">complained to the E.P.A.<\/a>\u00a0that the water treatment requirement was \u201cprojected to cost electricity generators hundreds of millions to billions of dollars.\u201d\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.epa.gov\/newsreleases\/epa-takes-action-postpone-costly-steam-electric-power-plant-effluent-guidelines-rule\" target=\"_blank\" rel=\"noopener\">Ten days later<\/a>, Mr. Pruitt announced that he would postpone the rule for at least two years.<\/p>\n<h2 class=\"css-a69cfq eqpy7av0\">A Day at the Game<\/h2>\n<p class=\"css-1tyen8a e2kc3sl0\">Basketball is king in Lexington, and on a bitterly cold afternoon last December, Mr. Pruitt was in the middle of the action as Kentucky beat its in-state rival, the University of Louisville, in a nationally televised game.<\/p>\n<p class=\"css-1tyen8a e2kc3sl0\">Because his seat was so close to the court, he was visible during the telecast. Mr. Craft, through a trust, also\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.opensecrets.org\/trump\/inauguration-donors\" target=\"_blank\" rel=\"noopener\">donated $1 million to his inauguration<\/a>.<\/p>\n<p class=\"css-1tyen8a e2kc3sl0\">\u201cThe Trump administration does appreciate the value that coal-fired electricity brings to the nation,\u201d Mr. Craft told investors soon after Mr. Trump was sworn in as president.<\/p>\n<\/div>\n<\/div>\n<div class=\"css-18sbwfn\">\n<div class=\"css-1h6whtw\">\n<p class=\"css-1tyen8a e2kc3sl0\">Mr. Craft backed Mr. Pruitt when he ran for Oklahoma attorney general in 2010.<\/p>\n<p class=\"css-1tyen8a e2kc3sl0\">As attorney general, Mr. Pruitt directed state officials to challenge the E.P.A., including a lawsuit that accused the agency of improperly trying to compel two Oklahoma coal-burning power plants to overhaul their emissions systems to improve air quality in nearby federal wilderness areas. That regulation affected plants fueled with coal from Alliance\u2019s mines.<\/p>\n<p class=\"css-1tyen8a e2kc3sl0\">By 2013, Mr. Craft, his company and nearly a dozen other coal industry lawyers, consultants and executives were\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.documentcloud.org\/documents\/4491504-The-Coal-Baron-and-the-EPA-Administrator-a-Look.html#document\/p5\/a426931\" target=\"_blank\" rel=\"noopener\">contributing to Mr. Pruitt\u2019s bid<\/a>for a second term, even though he faced no real opposition. Many of those donations came in November 2013, just weeks after Mr. Pruitt disclosed that\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.documentcloud.org\/documents\/4491504-The-Coal-Baron-and-the-EPA-Administrator-a-Look.html#document\/p6\/a426939\" target=\"_blank\" rel=\"noopener\">he would ask<\/a>\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.documentcloud.org\/documents\/4491504-The-Coal-Baron-and-the-EPA-Administrator-a-Look.html#document\/p6\/a426939\" target=\"_blank\" rel=\"noopener\">the Supreme Court<\/a>\u00a0to take up the case involving the Oklahoma power plants. Mr. Pruitt ultimately lost that case.<\/p>\n<p class=\"css-1tyen8a e2kc3sl0\">The next year, Alliance helped host a\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/interactive\/2014\/12\/07\/us\/politics\/7-raga-riding-its-rule-of-law-campaign-takes-in-record-cash.html\" target=\"_blank\" rel=\"noopener\">meeting in Miami<\/a>\u00a0of the Republican Attorneys General Association, which Mr. Pruitt had led as chairman.
