THE FACTS<\/p>\n

This is misleading.<\/h3>\n

During his campaign in 2016, Mr. Trump\u00a0promised to construct a 1,000-mile-long border wall that would be\u00a0<\/a>paid for by Mexico.<\/p>\n

Prototypes for the border wall were\u00a0unveiled in late October<\/a>, and Mr. Trump visited San Diego to view them in March. The prototypes have not been used to construct a border wall, nor has the wall been funded. However, construction has begun on a few projects that would replace old barriers with new barriers.<\/p>\n

A White House spokesman\u00a0cited projects<\/a>\u00a0in Santa Teresa, N.M., and Calexico, Calif., as evidence for Mr. Trump\u2019s claim that construction on the wall had commenced.<\/p>\n

According to\u00a0<\/a>Customs and Border Protection, the Santa Teresa project will replace 20 miles of vehicle barriers with a \u201cbollard-style wall.\u201d<\/p>\n<\/div>\n<\/div>\n

The new barrier, a Border Patrol official\u00a0said in a\u00a0<\/a>news conference, will not be based on the prototypes and will actually be the \u201csame wall\u201d as existing bollard barriers just a few miles away in Sunland Park, N.M., which Customs and Border Protection had previously\u00a0called \u201cfencing.\u201d<\/a><\/p>\n

In Calexico, the agency\u00a0said it\u00a0<\/a>would replace 2.5 miles of a barrier made out of \u201crecycled scraps of metal and old landing mat\u201d with a 30-foot-high bollard-style \u201cwall.\u201d But local officials have characterized it as a\u00a0long-planned local infrastructure project<\/a>\u00a0that\u00a0\u201cisn\u2019t Trump\u2019s wall.<\/a>\u201d<\/p>\n

Mr. Trump received nearly $1.6 billion in funding for border security in the\u00a0spending bill he signed in late March<\/a>. The spending bill\u00a0specifies<\/a>\u00a0that the $1.6 billion can fund only \u201coperationally effective designs deployed\u201d before May 2017. This definition would disqualify building a wall based on the prototypes that were unveiled in October.\u00a0<\/span><\/p>\n<\/div>\n<\/div>\n
